BW- 3 and BW-40 Temporary Flow Modification:
Delegation of Authority Regarding Section 7
Dear Secretary Reese:
On June 6, 2025, Federal Energy Regulatory Commission (FERC) issued a letter to Pacific
Gas and Electric Company (PG&E), regarding Section 7 consultation for a temporary flow
modification request for the DeSabla-Centerville Hydroelectric Project, FERC No. 803
(P803). This letter respectfully requests that FERC designate PG&E as its non-federal
representative to conduct informal consultation with the United States Fish and Wildlife
Service on the potential effects to foothill yellow-legged frogs (Rana boylii), and
conferencing on the northwestern pond turtle (Actinemys marmorata); when implementing
a temporary flow modification at compliance points BW-3 and BW-40, which are part of the
P803.
The temporary flow modification is being requested to support the 2025 Central Valley
Spring Run Chinook Salmon holding population in Butte Creek. Pursuant to 50 CFR
section 402.08, PG&E requests FERC designate PG&E as its non -federal representative
for informal consultation under the Section 7 of the Endangered Species Act.
