Subject: Civil Action Petition - Ian A. Leipper - 12/29/2024
Dear Civil Counsel,
I petition for your agency to fully profile all within your jurisdiction against my person human rights
abuse, and take in accordance with legal due process action.
I am taking civil action to restore my livelihood and sustain my right to life, liberty and security, in
accordance with Article 3 of the Universal Declaration of Human Rights, through the streaming ten
year subpoena process to uphold equal and humane service, care and justice before the public
courts to address all human rights abuse (e.g. war; health status; climate change; public corruption;
debt; white and blue collar crime; the trafficking, possession, and use of illicit narcotics; racial
discrimination and illegal immigration; prostitution and pornography; domestic abuse; and
indigency).
I petition for the Supreme Court to the United States, Supreme Court of California, State Bar Court,
and lower courts to take immediate on my behalf civil action to restore my access to housing with
my Section 8 voucher and good health, and fulfill my other livelihood recovery petitions.
I petition for your agencies to order for the Behavioral Health and Recovery Services
IMPACT Team, County of Marin to immediately apply my Section 8 voucher to either my
under appeal at 4 Circle Drive #F, Tiburon, CA 94941; prior The Cove at Tiburon; or a
comparable in the The Cove at Tiburon apartment complex; apartment. I am willing to
accept a, "Single occupancy. No pets." lease. I sustain my petition to an immediate
upstairs, "single residence" at Johnathan's Place, Homeward Bound of Marin, or preferably
to a Next Key apartment. Counselor Danielle has notified I that they deny to provide I with
an upstairs, "single residence" because there are other citizens who are engaged in,
"coordinated entry" who have priority over the upstairs rooms. Marie Sammons, A.M.F.T
with the Marin County BHRS IMPACT Team prior to Counselor Danielle's on 12/10/2024
notice on 11/25/2024 notified I that there is an upstairs room which will become available in
12/2024 and offered I to I, which I accepted. Counselor Danielle claimed that I may need a
Section 8 voucher to move upstairs and the withdrew her claim, and that Supervisor
Counselor Robert told she that my Section 8 voucher is inactive. She claims that I may be
able to provide 1/3 of my gross income to pay for the room. Counselor Danielle on
12/20/2024 claims that I am subject to coordinated entry and that Marie Sammons,
A.M.F.T. is responsible for putting in my referal. I petition to be provided with one of the
apartments which Janet Farhie, M.D. has assured I that I will return to by her medical order,
"single residence," or the next available, "Next Key" apartment with my Section 8 voucher
to facilitate my casework, treat my disability, get adequate exercise at Mill Valley
Recreation, and sustain my security of person so that I can recover from my
disability and conduct my circa 7 hours of daily livelihood recovery case management,
without obstruction. I petition for Homeward Bound of Marin's Johnathan's Place and New
Beginnings to allow I to keep my belongings in onsite storage until I am able to move into
an upstair residence, or in my residence, for the duration of my stay. I have again received
notice to remove my belongings from on-site storage, am waiting to move upstairs, and have
insufficient money to protect my belongings in a purchased storage unit. Other guests are being
allowed to retain their belongings in storage, or in their dorm rooms and outside of the designated
storage lockers, for at least 10 days since I moved into Johnathan's place. The staff have engaged in
against my person hate crimes by posturing at I with malice and aggression and otherwise
discriminated against my equal access to public service and sexual harassment; causing I to
experience that my storage denial is against my person hate crimes discrimination. The against my
person hate crimes discrimination has caused an emotional issue for I and I do not feel safe here, or
under the care of the Marin County BHRS division for facilitating my livelihood to this state. If I am
unable to return to Tiburon, CA housing with my Section 8 voucher, then I petition to be immediately
transferred from my pending through December, 2024 Johnathan's Place, "single residence" to the
next available "Next Key" studio apartment at Homeward Bound of Marin's New Beginnings facility
in Novato, CA 94945 to facilitate a more healthy livelihood recovery process. I petition for my
protein drinks/powder, trail mix, and gummies/jelly beans (i.e. work-out snacks), to be held
overnight until I finish eating the product, without disposal/removal by staff, to support recovery and
sustain my good health through my mental health physical exercise program.
Marquel Archie, Marin County BHRS IMPACT counselor claims that my Section 8 voucher does
exist and that it is readily applicable to a housing unit. Marie Sammons, A.M.F.T. claims that my
