As the first month of the new year draws to a close, I invite you

Federal Administration Updates
I want to reaffirm Santa Clara County’s unwavering
commitment to our value of protecting the well-being of our
residents and providing a safety net of health and social services
for individuals who are struggling with myriad challenges,
including homelessness, mental illness, substance use disorders,
generational poverty, and trauma.
Santa Clara County stands with all its residents, regardless of
where they were born, their immigration status, gender identity,
sexual orientation, religion or economic situation.
In the short weeks President Trump has been in office, his
administration has unleashed a slew of executive orders and
other edicts ceasing or pausing many essential social and health
care services. The administration is sowing chaos and striking
fear in many of our residents. I will use this space to clarify
several points of information:
1. This County, including the Sheriff and District Attorney, continues to abide by
our noncooperation policy with ICE in the absence of a legally obtained judicial
warrant.
2. Residents who are enrolled in MediCal should continue to seek County
health services – they will not be turned away.
3. Residents who feel at risk should all KNOW THEIR RIGHTS – please follow this

4. The County contracts with providers who offer legal services to support
individuals who are facing legal challenges related to immigration status.
5. The County will affirmatively litigate unconstitutional mandates in court and
strive to preserve the due process and constitutional rights of every single
resident.
6. The County maintains its commitment to supporting reproductive health
rights and access to gender-affirming care.
If you have questions or concerns about any of the executive
orders or policies of the new administration, please reach out to
my office. We will answer your questions or connect you to
people who have greater expertise. The road ahead may be very
difficult but truly I can imagine no better place to live right now
than in Santa Clara County – we will do everything in our
power to mitigate negative impacts on our residents and we will
weather this time right alongside all of you. It won’t be forever.

January Board of Supervisors Meetings
1/14: One step closer to purchasing Regional Medical
Center
The County of Santa Clara and HCA Healthcare formally
signed an agreement for the County to acquire Regional
Medical Center (RMC) for $150 million. This purchase,
expected to close on or close to April 1, 2025, will integrate
RMC into the Santa Clara Valley Healthcare (SCVH) system.
What This Means:
- Restoration of Level II Trauma Care immediately after the
County assumes operations.
- Plans to expeditiously reinstate STEMI and comprehensive
stroke services, and, thereafter, Labor and Delivery
(discontinued in 2020).
- Continued access to critical emergency and specialized
healthcare services for East San José residents.
1/28: Housing Element Approval
The Board of Supervisors heard and approved county staff’s
recommendations regarding the County’s Housing Element.
County staff has worked with the California Department of
Housing and Community Development staff throughout the
Housing Element approval process to ensure we are in
compliance with the requirements of state housing law. The
next step in this process is for HCD to finalize review and issue
certification for our County.
1/28: Expansion of Home Visiting Services for Children
Exciting news for families in Santa Clara County!
Based on my referral, the Board of Supervisors directed
administration to explore a plan to expand home visitation
services for young children and their families by leveraging
untapped Medi-Cal funding introduced through the state’s
CalAIM reforms of 2022. The home visitation program
currently supports thousands of families, but the need far
exceeds current funding capacity. Accessing this new Medi-Cal
funding could allow us to deliver much-needed support to many
more families across the county.
Stay tuned for updates as we work with First 5 Santa Clara
County to develop this program.
Opportunities for Civic Engagement
Juvenile Justice Coordinating Council (JJCC) - Seats Open
The Juvenile Justice Coordinating Council (JJCC) has open
seats and is seeking new members.
The JJCC oversees local juvenile justice programs and provides
critical guidance for our youth. If you’re passionate about
helping young people in Santa Clara County, consider applying
for one of these important positions.

Podcast: This month, we’re wrapping up our two-part series on
the effectiveness of anti-bullying efforts.
· Part 1: A conversation with Beatrice Rowan,
Coordinator of District Improvement and Support for the
Santa Clara County Office of Education on how schools
are tackling bullying and what it looks like from a
teacher’s perspective.
· Part 2: An insightful chat with two high school students
on the impact of anti-bullying programs and what they
think would actually be impactful (spoiler: it’s focusing
less on telling kids not to be bullies and more on
teaching empathy and understanding of our
differences).

Blog: This month, I’ll share a glimpse of the work that lies
ahead and some of the community engagement we intend to
highlight as we expand services and initiatives that support our
residents. From housing and mental health services to public
safety and economic development, we’re committed to
strengthening our community. Federal administrations change,
but my commitment to serving the residents of D4 remains
constant.
