Recall the problems that occurred when the road was open to vehicle traffic. · Illegal dumping · Drug use and drug deals (including alcohol, especially underage drinking) · Illegal camping (even before the homeless crises, creating a trash problem) · Illegal shooting ranges (broken bottles and other targets left behind) · Destruction of local historical artifacts (e.g. stone walls and wagon ruts going back to the 1800’s) · Overall vandalism and graffiti My wife and I do ride bicycles and have ridden Humboldt Road since the early 1980’s. We have witnessed all the above many times. It had got to a point that my wife and her friends would not ride/hike there due to the unsafe conditions created by the above reasons. There is no practical reason to drive on Humboldt Road with Highway 32 paralleling it exactly. The upper section does need access for the business there. Having an upper egress from Highway 32 seems perfectly adequate and understandable. Through access does not. The gates do not present any more of a problem for emergency vehicles than any other gates do. Restricting traffic has a very old precedent: from parks to designating diamond lanes along with converting streets to plazas. Butte County has a long history of outdoor activities. Humboldt Road has become a destination for nature and exercise. So much so that millions of dollars were raised privately to ensure the road would not deteriorate any further. My understanding the road was not designed to hold up to vehicle traffic, but to used primarily for bicycles and hiking. It reminds me a little of the story of the Little Red Hen. No one wanted to help her make the bread but when it was done everyone wanted a piece. Restricting vehicle access to Humboldt Road does not stop public access but enhances it.
