Newsom’s latest effort to shift blame for California’s housing and homelessness challenges from the state to local governments. Read more. Ready, Set, Advocate! Legislative Deadline Yields 2,500 Bills As the dust settles following the race ahead of the bill introduction deadline last Friday, the landscape of issues that will shape the 2025 legislative year is beginning to take shape. To date, state lawmakers have introduced more than 2,500 bills in the interest of governing California. As predicted by CSAC earlier this year, lawmakers’ collective focus includes affordability, with an emphasis on the cost of living, housing, and energy costs. Read more. Federal Update | House Passes Sweeping Budget Reconciliation Measure On Tuesday, House Republican leaders marshaled a fiscal year 2025 budget resolution through the lower chamber, a key step in advancing President Donald Trump’s domestic policy agenda. Facing unified Democratic opposition, the House approved the budget blueprint on a 217-215 vote, with Rep. Thomas Massie (R-KY) the lone GOP member to vote against the measure. Read more. Notice of Funding Availability for Round 6 of the Homeless Housing, Assistance and Prevention (HHAP) Program Governor Newsom announced the release of the Notice of Funding Availability (NOFA) for Round 6 of the Homeless Housing, Assistance and Prevention (HHAP) Program. The NOFA makes $760 million available, as appropriated through the 2024 Budget Act, in HHAP Round 6 funds to counties, large cities, and continuums of care (CoCs). The HHAP Program provides flexible funding to support regional efforts to address homelessness in communities across the state. Read more. Phase 2 - Fire Hazard Severity Zone Local Responsibility Areas The OSFM is rolling out the maps in four phases, beginning with Northern California. A detailed map of the rollout plan throughout the state can be found here. For Phase 1, there were sixteen counties identified as having Moderate, High, Very High or a combination of Fire Hazard Severity Zones (FHSZ). For Phase 2, eighteen counties along the northern coast and bay area should have received notification of their proposed fire hazard designation. Read more. CARE Act Data Dictionary 2.0 Now Available The Department of Health Care Services (DHCS) has released the Community Assistance, Recovery, and Empowerment (CARE) Act Data Dictionary Version 2.0. The CARE Act Data Dictionary V2.0 was developed to guide county behavioral health agencies and other state or local governmental entities in fulfilling the reporting requirements as outlined in California Welfare and Institutions Code (W&I Code) sections 5985 and 5986. The CARE Act Data Dictionary defines, standardizes, and provides structured guidance for all required data points. Read more. Implementing the CARE Act Petition Process: A Provider’s Experience Counties are invited to join the California Health and Human Services Agency (Cal HHS) on Thursday March 13th from 12:00 pm to 1:00 pm for ‘Implementing the CARE Act Petition Process: A Provider’s Experience,’ a presentation by representatives of the Department of State Hospitals (DSH) who will share their experience and lessons learned in the implementation of processes to support the filing of CARE Act petitions for eligible patients deemed Incompetent to Stand Trial. Treasurer’s Office Webinar Series: Resources for Local Leaders Last summer, the California State Treasurer’s Office launched a quarterly webinar series for local governments to receive updates and learn more about their programs and resources. The first quarterly webinar for 2025 is scheduled for Wednesday, March 19 at 1:00pm. This webinar will cover general updates from the Treasurer’s Office, the sales tax exclusion program, and the California Debt and Investment Advisory Commission’s Education Portal. Read more. 2025 Annual California DxF Summit The Center for Data Insights and Innovation (CDII), in coordination with the California Health and Human Services Agency (CalHHS) is hosting its 2025 Annual California DxF Summit: The Road to Whole Person Care, in Sacramento on Thursday, March 20, 2025. REMINDER: PATH CITED Round 4 Application Closes May 2 The Department of Health Care Services (DHCS) will close the application window for the Providing Access and Transforming Health (PATH) Capacity and Infrastructure The PATH CITED initiative provides funding to build the capacity and infrastructure of on-the-ground partners, including county agencies, community-based organizations (CBOs), hospitals, Tribes, and others, to successfully participate in Medi-Cal. All-Day Training: Current and Prospective Adult Competency to Stand Trial Evaluators The Judicial Council of California will be holding an all-day training on May 22, 2025, for current and prospective adult competency to stand trial evaluators. This training will be held both in person at the Judicial Council Sacramento Offices and streamed via online webinar. Read more.
