Read more. Who’s Responsible for Addressing Homelessness? California’s Counties Testify in Support of a More Defined System and Ongoing Funding As California lawmakers debate whether to include any new funding to address homelessness in this year’s state budget, counties are emphasizing the progress being made and the critical need for a more structured approach to ensure lasting success. Read more. State Releases New 3-Year Homelessness Action Plan On Wednesday, the California Interagency Council on Homelessness (Cal ICH) released a new three-year statewide homelessness action plan, 2025-2027 Statewide Action Plan to Prevent and End Homelessness. The Action Plan is the second iteration the State has released, the first of which was adopted by Cal ICH in March 2021. The Action Plan sets goals for the state, with a focus on strengthening outcomes and accountability of state funds allocated to address homelessness. Read more. House Passes Funding Bill as Government Shutdown Looms, Senate Showdown Ahead On March 11, the House narrowly approved a seven-month government running through September 30. The current funding patch will expire on Friday night. The measure (H.R. 1968), crafted by Speaker Mike Johnson (R-LA) in coordination with the Trump administration, largely maintains fiscal year 2024 funding levels but includes several key anomalies – most notably, the elimination of all Congressionally Directed Spending (“earmarks”). Read more. UPDATE: CSAC Urges Calif. Supreme Court Review on Law Harming County Solvency On March 12, 2025, the California Supreme Court denied the Petitions for Review in this case, leaving in place for the time being case law concluded that AB 218 does not create an unconstitutional gift of public funds. CSAC remains focused on finding long-term solutions to the significant funding issues created by AB 218, and will continue its advocacy on this issue in the courts and the Legislature. Read more. SAMHSA Seeks Public Comment on Draft Mobile Crisis Teams Toolkit The Substance Abuse and Mental Health Services Administration (SAMHSA) has released the 2025 National Guidelines for a Behavioral Health Coordinated System of Crisis Care, providing a framework to improve crisis response nationwide. Read more. “SAVE THE DATE” for Spring 2025 Trial Court Revenue Distribution Training(s) For Court and County Revenue Distribution and Collections Program staff that may be interested, the Spring 2025 Trial Court Revenue Distribution Trainings are scheduled for Wednesday, May 7, Thursday, May 8, and Thursday, May 15. This training was established by the Judicial Council’s Court-Ordered Debt Task Force in 2013 for court, county, city, and parking entities that perform revenue collection and distribution activities. Webinar: Learn About Federal Funding for EMS Agencies Emergency Medical Services (EMS) agencies have an opportunity to secure grants for planning and demonstration projects for the Safe Streets and Roads for All (SS4A) Grant Program. Attendees will learn more about the $1 billion in total funding available for the SS4A grant programs. The upcoming $400 million SS4A funding round will provide resources for regional, local, and tribal initiatives focused on preventing roadway deaths and serious injuries. EMS agencies have an opportunity to secure grants for planning and demonstration projects. Read more. Cal-AIM Medi-Cal Transformation Dashboard Updated The Department of Health Care Services (DHCS) announced that the CalAIM Medi-Cal Transformation Dashboard has been refreshed. This latest release includes data refreshes for all CalAIM dashboard initiatives and enhancements to the Population Health Management dashboard. Read more.
