Screening-Level Portfolio Risk Analysis for Multiple Dams –
Extension of Time Request
Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) request for an extension
of time to complete a spillway screening-level risk analysis (SSLRA) and prioritize
improvements at five of its spillways. PG&E is using the results of the SSLRA to support its
long-term spillway capital improvement program (CIP). This extension of time request is
accompanied by a reasoned basis for the request, per Title 18 of the Code of Federal
Regulations, Section 12.40(d).
PG&E submitted its original SSLRA plan and schedule in a letter to your office dated
June 26, 2024. As communicated in the plan, PG&E proposed to conduct an in-person
SSLRA workshop, prepare a report of the workshop findings, and perform a risk-informed
evaluation to prioritize future spillway CIP projects. PG&E planned to complete the work by
July 31, 2025. PG&E conducted the in-person SSLRA workshop in the fall of 2024 and is
currently finalizing the workshop findings report. However, PG&E has elected to postpone
its risk-informed prioritization of future spillway CIP projects. The postponement will allow
PG&E to consider the results of two ongoing risk assessments when assigning priorities
and scheduling the projects.
PG&E’s long-term spillway CIP currently includes planned projects at fourteen spillways.
As described in a letter to FERC, dated August 4, 2023, PG&E completed SSLRA and
established a risk-informed schedule for projects at nine of the spillways in 2023. As part of
the current SSLRA effort, PG&E is reevaluating its CIP portfolio to incorporate projects at
five additional spillways. At the same time, PG&E is conducting FERC Part 12D
comprehensive assessments (CA) of the spillways at Belden Forebay and Lake Almanor,
which are part of the existing CIP portfolio. The CAs include Level 2 risk assessments
(L2RA) that will supersede the SSLRAs completed in 2023.

Because the L2RAs are based on updated information and follow a more rigorous
approach than was used for the SSLRAs, PG&E expects that results of the L2RAs will
differ from the SSLRA results and have a significant impact on the risk-informed
prioritization of projects in the spillway CIP portfolio. PG&E is scheduled to complete the
L2RAs in the summer of 2025 and submit the results to FERC by December 1, 2025. To
allow the Belden Forebay and Lake Almanor L2RA results to be included in the spillway
CIP project reevaluation, PG&E respectfully requests an extension of time to submit the
SSLRA workshop findings report and an updated prioritization and schedule for the
spillway CIP project portfolio to FERC by February 27, 2026.
