Dear Butte County: On behalf of T-Mobile Wireless, this letter provides information and an enhanced description to support the application’s request to receive Planning and Building Approval to modify an existing wireless facility located on a utility lattice tower owned by PG&E. The following is a detailed Project Description of the facility’s design, the project’s purpose, and justifications to find support of the application. Project Purpose: The purpose of this project is to provide improved wireless voice and data coverage to the surrounding area. Wireless services include mobile telephone, wireless broadband, emergency 911, data transfers, electronic mail, Internet, web browsing, wireless applications, wireless mapping, and video streaming. Location: T-Mobile Wireless proposes a modification to an existing wireless facility located at 39.506867, -121.50231, (near) 2867 Oroville Quincy Hwy, Oroville. The nearest APN is 068-150-051. T-Mobile Wireless is the applicant and has agreements with the property owner to locate on the existing utility tower, allowing T- Mobile Wireless to apply for development review and other planning or building permits. WEED ABATEMENT DOWN TO BARE EARTH Project Equipment Antennas: T-Mobile proposes two antenna models proposed for this project: APXVAALL24M-U-J20 are rectangle in shape and measure 95.7” tall, 19.7” inches wide and 8.5” deep with a RAD center of 150 feet above ground level; AIR 6419 B41 are rectangle in shape and measure 33.6” tall, 20” wide and 6.3” deep with a RAD center of 61 feet above ground level. These units run the equipment that interfaces with the T-Mobile Wireless communications network. The drawings included with this application depict the antennas’ design and appearance. Cabinets: T-Mobile proposes two (2) cabinet types for this project: 6160 AC V2 is rectangular in shape and measures 63” tall, 25.6” wide, 33.5” deep, and weighs 320 lbs; Battery Cabinet B160 is rectangular in shape and measures 63” tall, 26” wide, 29.6” deep, and weighs 430 lbs. Justification: As community demands for data area increase exponentially, T-Mobile must go into the areas where people use their phones such as neighborhoods, urban areas, and commercial complexes. Centrally located sites provide the best capacity for the most people.
 This site will increase the bandwidth needed to access data-rich applications like video and internet streaming, uploading and downloading photos and video, applications in the area to serve existing customers, and future wireless needs. Construction: Once T-Mobile receives the required permit(s), the licensed General Contractor will pick up the permit(s) and uphold the County’s Municipal Code requirements for construction. Construction will take about a week with minimal disruption to the surrounding area. Maintenance and Monitoring: After site construction completes and the installation is operational, the installation will be an unmanned facility that requires occasional maintenance, about once a month or less, unless the equipment needs repair. All repair and installation work will comply with the County Planning and Building Department Requirements for conducting work. Also, all non-emergency work may be done during non-peak traffic hours to alleviate traffic congestion. Safety Standards: Please note that the Federal Communications Commission (FCC) sets safety guidelines for wireless facilities and due to the location of this type of installation, the emission from this equipment is a small fraction of FCC permitted levels in any publicly accessible area. In conclusion, based on the County’s review of the above information and supporting documents included with our application, it is our hope that on behalf of T-Mobile we provided substantial information to respectfully request Butte County’s Planning and Building approval of the Project. Project approval will enhance T-Mobile’s Wireless service and enable T-Mobile to better serve Butte County’s residences, visitors, and the emergency service providers who rely on the T-Mobile Wireless network.
