Thank you -- Thor Bailey 530-966-2882 twbgcn@gmail.com Empirical Education GREEN CARBON NEXUS greencarbonnexus.org July 7, 2025 To: Butte County Board of Supervisors Re: Biomass Resilience and PG&E Fund Alignment Dear Supervisors, I’m writing in support of the efforts by Kenneth Scherer and the Biochar Coalition to bring forward transparent, community-led solutions for wildfire risk, biomass utilization, and climate resilience. I believe the discussion around the PG&E settlement represents a timely opportunity to align these resources with proven, scalable grassroots infrastructure. As someone who has participated in workforce development efforts through NoRTEC and engaged with public-private models like Preston’s Distributed Site Management (PDSM) plan, I’ve seen the potential—but also the challenge—of turning vision into implementation. While past initiatives haven’t always materialized, the foundational work laid by our community remains strong, and the moment is now to act decisively. To that end, I respectfully recommend the County explore a modest, strategic seed investment into entities like the Butte County Economic Development Corporation (BCEDC) or NoRTEC as fiscal administrators of a pilot Biomass Mitigation Fund (BMF). This Fund would reinvest directly into scalable solutions like the Biochar Coalition’s workforce and land recovery programs. While I do not propose a specific funding amount, I can confidently say that for every dollar invested, the Biochar Coalition has the credibility, partners, and shovel -ready capacity to return tenfold in value—through jobs, emissions reductions, and resilience infrastructure. I’ve included 22 letters of support, including one from Assemblyman Gallagher, that speak to the growing consensus around the urgency and potential of this work. Let’s use this moment to set a new precedent in public -private resilience leadership. The need for meaningful job creation and wildfire mitigation in Butte County is urgent. Launching a local BMF pilot, with clear reporting, strong oversight, and community alignment, would be a powerful and forward -thinking step.
