The Annual Report builds on the CARE Act Early Implementation Legislative Report that was released in November 2024. Read more. DHCS Updates BHSA County Policy Manual The Department of Health Care Services (DHCS) posted an updated Behavioral Health Services Act (BHSA) County Policy Manual. The updates include content originally submitted during the public comment period for Module 3 and are intended to provide guidance and timelines for counties as they prepare their Integrated Plans and Phase 1 Performance Measures.
