Blackett: This letter presents Pacific Gas and Electric Company’s (PG&E) submittal package and construction authorization request to install underground electric facilities within the boundary of PG&E’s DeSabla-Centerville Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. This work is part of PG&E’s Wildfire System Hardening Program, which is part of PG&E’s overall Community Wildfire Safety Program and intended to reduce the risk of future wildfire ignitions in the Tier 2 and Tier 3 High Fire District, as defined by the California Public Utilities Commission. PG&E previously submitted Phases 1.1 and 1.2 of the undergrounding project to FERC for review. FERC subsequently authorized Phases 1.1 and 1.2 for construction in a letter to PG&E dated March 13, 2025. Phase 1.3 of the project, described herein, connects the underground facilities installed under Phases 1.1 and 1.2 . Proposed work within the FERC Project No. 803 boundary generally consists of trenching for the installation of underground electric conduit and installation of various electric facilities along the trench, including concrete boxes, electric poles, and pole anchors. Enclosed with this submittal, please find the project description (Enclosure 1), the quality control inspection program (Enclosure 2), and 100% submittal drawings (Enclosure 3). PG&E’s plans to mobilize for construction as soon as possible. PG&E respectfully requests FERC authorization to proceed with the work within 60 days of this letter, by September 23, 2025. PG&E plans to provide a final construction report within 90 days of completion construction, otherwise PG&E will provide an update on the project status and a plan and schedule for further action by April 1, 2026.
