The order – entitled Ending Crime and Disorder on America's Streets – directs the Attorney General to challenge judicial precedent and consent decrees that restrict the ability of state and local governments to commit individuals on the street who are deemed a danger to themselves or others. It also prioritizes federal grant funding for efforts that enforce bans on open drug use, urban camping, and related public safety issues. Read more. Federal Update: Senator Schiff Reintroduces Legislation That Seeks to Stabilize Property Insurance Markets Senator Adam Schiff (D-CA) recently reintroduced legislation – the Incorporating National Support for Unprecedented Risks and Emergencies (INSURE) Act (S. 2349) – that seeks to stabilize the property insurance market amid rising premiums and reduced availability. The INSURE Act would establish a federal catastrophic reinsurance program within the Department of the Treasury to cap insurer liability in the event of large-scale natural disasters that exceed a defined monetary threshold. That threshold would be developed by the Treasury Secretary in consultation with an advisory committee. Read more. CSAC Statement On Local Progress In Reducing Homelessness California State Association of Counties (CSAC) President and Inyo County Supervisor Jeff Griffiths issued the following statement Wednesday as the state reported local progress in reducing homelessness: We agree with the governor: Thanks to years of hard work on the ground, counties and cities are showing results. But now, because of the new state budget, local governments will be forced to defund successful efforts making real progress. Why on earth would we stop funding the program most responsible for this success? Unless the state reverses course, we’ll look back at this moment as the one that got away. Read more. Board of State and Community Corrections (BSCC) Funding Opportunities The Board of State and Community Corrections (BSCC) has announced the award of more than $24 million through two separate grant programs that support local government and tribal communities in their efforts to combat community gun violence, provide crisis intervention, and solve cases of missing and murdered Indigenous people, as well as the release of over $30 million in federal grants funds to California counties to purchase equipment, supplies, and/or support training initiatives. Webinar Recording: CalHHS Releases Overview of Initial Impacts of H.R. 1 This week, the California Health and Human Services Agency (CalHHS) released a recorded webinar summarizing the initial impacts of H.R. 1, which was signed by President Trump earlier this month, on California’s health and social services programs. Webinar Recording: CalPERS Suggests No Changes to Discount Rate at Asset Liability Management On July 18, 2025, CalPERS hosted a webinar to update stakeholders on their Asset Liability Management (ALM) process. They assured stakeholders that the 6.8% discount rate will remain unchanged despite achieving an impressive 11.6% return in the 2024-25 fiscal year, surpassing the Public Employees’ Retirement Fund’s (PERF) benchmark by 1.7%.
