Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) submittal package for a
project to install a bypass line and fixed cone valve to meet the new license required
minimum instream flow release (IFR) of 3.0 cfs below Bucks Lake (Storage) Dam, which is
part of PG&E’s Bucks Creek Hydroelectric Project, Federal Energy Regulatory
Commission (FERC) No. 619. FERC issued a new Bucks Creek Project license on June
16, 2022. As part of the new license, PG&E must modify the Bucks Storage Dam Low
Level Outlet (LLO) to provide minimum instream flows.
PG&E has reviewed the permitting requirements for the proposed modifications to the
Bucks Creek flow measurement location and confirmed that no additional environmental
permits or agency approvals are necessary beyond FERC authorization. In accordance
with license requirements, including the provision to complete instream flow release
structure modifications as soon as reasonably practicable and no later than two years after
receiving all required permits and approvals (Condition No. 39), the Licensee is procee ding
with implementation consistent with this timeline and plans to complete the work in 2026
(License Year 4).
Enclosed with this submittal, please find the project description (Enclosure 1), 100%
design drawings including design criteria memorandum and specifications (Enclosure 2)
and quality control inspection program (Enclosure 3). PG&E has reviewed the enclosures
and concurs with the information presented therein.
PG&E plans to mobilize for construction after snowmelt by June 1, 2026.
