HomeMy WebLinkAbout4.MUP25-0001 Project Narrative Project Narrative Project Name: Sundown Estates Mobile Home Community Expansion Location: City of Oroville, CA Assessor’s Parcel Number (APN) 030-200-016-000, 030-200-017-000, and 030-200-099-000 The proposed project involves the expansion of the existing Sundown Estates Mobile Home Community, located in the City of Oroville, California. The community currently includes a mix of mobile home spaces, recreational vehicle (RV) parking spaces, and an apartment complex. Additional amenities on- site include a manager’s office, laundry facilities, mature landscaping, and open lawn areas. The project site is served by the Thermalito Water and Sewer District and is zoned Medium High Density Residential (MHDR), which conditionally permits mobile home parks. The proposed development consists of adding 10 new mobile home spaces in the southeast corner of parcel APN 030-200-099-000. This infill project is designed to maximize the use of existing infrastructure while enhancing housing options within the community. Site improvements include the removal of existing asphalt concrete and selected trees, installation of new water and sewer mains and laterals, and construction of new concrete building pads, carports, asphalt driveway, and placement of the new mobile homes. Each new mobile home space will include utility hookups, parking, and access to shared community amenities. The homes are anticipated to be standard single-wide or double-wide manufactured units, averaging approximately 800–1,000 square feet per unit, depending on the final model selected. Outdoor living space per unit, including carports and patios, is estimated at an additional 200–300 square feet. The community is primarily residential in use. There are no commercial services or retail operations planned as part of this expansion. The estimated maximum occupancy for the 10 new units is 20–30 residents, depending on household size. The community as a whole will remain under the management of the on-site property manager. The park manager and support staff typically operate Monday through Friday, 9:00 AM to 5:00 PM, with occasional weekend hours as needed. The total number of on-site employees is expected to remain at 2–3 individuals, including a manager and maintenance personnel. There are no proposed changes to the existing apartment complex, RV spaces, or common-use facilities. The project is not expected to significantly impact traffic, noise, or environmental resources, and no special studies (such as traffic, biological, or archaeological reports) have been required. This expansion is consistent with the City's goals for medium-high density housing and makes efficient use of underutilized space within an established residential development.
