Describe any existing structures on the site and the use of the structures. 5494 Forbestown Road is a 3.56 acre parcel sitting in the Sierra Nevada foothill zone above the Sacramento Valley. The ground elevation at the existing communication site is 2,750’ above sea level. The landscape in the immediate area is typical foothill topography: narrow ridges with small drainages and creeks. The subject property is hillside with varied lot grade, having been graded and developed with flatter benches where building pads and access driveways are located. The topography slopes downward from east to west, with the eastern property boundary at roughly 2,765’ and the western property boundary at roughly 2,735’. The soil type is Loafercreek soils which are generally stable for development provided slopes are modest. In terms of vegetation the property is developed and used as a maintenance/utility yard so most vegetation has been cleared; however, foothill pines remain scattered on the subject property. The perimeter of the property is enclosed with a chain link fence making it diƯicult for animals to access the site. No animals were identified on site during a site visit. No cultural, historical or scenic aspects were identified. 4. Describe the surrounding properties, including information on plants, animals and any cultural, historical or scenic aspects. The landscape in the immediate area is typical foothill topography: narrow ridges, small drainages/creeks and steep road cuts. The subject property is hillside with varied lot grade and has been graded and developed with flatter benches where buildings pads and access roads are located. Subject Property: Zoned “P” (APN 073-310-002). The subject property serves as the Power Division Headquarters for South Feather Water & Power Agency and is the operational center for SFWPA’s hydroelectric-related activities and staƯ. North:Zoned “TPZ” (APN 073-180-096). The subject property is undeveloped and heavily wooded with dense brush. East:Zoned “RR-5” (APN 073-310-046). The subject property is operated by the Forbestown Mobile Home and RV Park. South:Zoned “RR-5” (APN 073-360-009). The subject property is owned by the Yuba County Water District and includes a water treatment plant. West:Zoned “RR-5” (APN 073-310-001 & 073-360-008). APN 073-310-001 is owned by Edgar & Jennifer Cox and includes one single family residential structure. APN 073-360-008 is owned by Nathan Bamford and also includes one single family residential structure. Soils in the western Sierra foothills are commonly shallow, coarse, and well-drained, developed on weathered granitic and metavolcanic bedrock and colluvium. The local vegetation is characteristic foothill oak woodland / chaparral / mixed conifer mosaic. Typical plant species in this band include blue oak / interior live oak, foothill pine, manzanita, chamise, California buckeye, bunchgrasses, with patches of mixed conifer at higher/rockier sites. Many nearby parcels and listings describe “heavily wooded,” “many trees,” and brush/chaparral conditions. there is often a significant seasonal understory (wildflowers/grasses) in spring, and dry, flammable grasses/shrub fuels in summer/fall. Typical foothill wildlife occurs here: mule deer, black bear, coyotes, bobcat, fox, opossum, squirrels, numerous raptors and songbirds, and snakes (including rattlesnakes in local habitats). Signs of deer and smaller mammals are more frequent whereas larger mammals like bears and mountain lions are present regionally but less commonly seen. In terms of cultural and historical aspects Forbestown has gold-rush era roots. The place, name and the area’s history reflect 19th-century mining (Forbestown was historically called Forbes Diggins / Boles Dry Diggins). That legacy shapes local place names and occasionally small historic structures or mine remnants in the foothills; however, nothing specific was identified with respect to the surrounding properties. The Sierra foothills provide scenic ridge and canyon views, seasonal color in spring and fall, and relatively open vistas to the west toward the valley in places. Surrounding ridgelines add scenic value to the broader area (views depend on parcel orientation and tree cover). Local property listings emphasize wooded, hillside privacy and “mountain/foothill” scenery.
