The MHSAwas passed by California voters in 2004 and funded by a one percent income tax on personal income in excess of $1 million per year. It wasdesigned to expand and transform California's behavioral health system to better serve individuals with, and at risk of, serious mental healthissues, and their families. The BHSA continues the MHSA 1% tax on a taxpayer’s income that exceeds $1 million. BHSA requires that the revenue from that tax be usedto fund various county behavioral health programs. The BHSA carries forward MHSA efforts to address a broad continuum of housing, prevention, early intervention, and service needs, as wellas the necessary infrastructure, technology, and workforce elements to support this enhanced system of care. The BHSA also reformsCounty Behavioral Health funding from previous MHSA allocations to prioritize services for people with the most significant mental healthneeds, while adding the treatment of substance use disorders (SUD), and expanding housing interventions. It also enhances oversight,transparency, and accountability at the State and local levels. Community members and stakeholders in behavioral health services are invited to provide public feedback on BHSA initiatives andimplementation. This is a process by which clients receiving services, their families/care providers, other community members, agencies,organizations, and businesses may participate in identifying local mental health needs and recommend which programs or services wouldmeet those needs. Your voice is essential. This input will be used to inform the first BHSA three-year plan with new funding opportunitiesand input on programs transitioning from MHSA to BHSA funding.
