Notice of Temporary Permit Application T033513
Corning Subbasin Groundwater Sustainability Agency (CSGSA) filed a temporary
permit application with the State Water Resources Control Board (State Water Board),
Division of Water Rights, pursuant to Water Code section 1433.3 et seq. The project
associated with the application is located in Glenn County and would involve diversion
of water from the Stony Creek stream system. The Applicant requests authorization to
appropriate surface water for underground storage as described below.
Summary of Temporary Permit Application T033513
Type of Temporary Permit: 5-year Temporary Permit
Date of Filing: The application was filed with the State Water Board on
August 12, 2025.
Source of Water: The source of water is Stony Creek, tributary to Sacramento River,
thence the Sacramento–San Joaquin Delta, San Francisco Bay, and Pacific Ocean.
Amount: The maximum combined amount of water requested for diversion to
underground storage is 4,999 acre-feet per year, with diversion rates per point of
diversion not to exceed: Prune Orchard – 8.9 cubic feet per second (cfs); Capay Farms
South – 15.6 cfs; Almond Huller Pit – 8.9 cfs.
Season of Diversion: December 1 through March 31 of each water year for a five-year
period, beginning December 1, 2025 and ending March 31, 2030.
Points of Diversion (POD): Water would be diverted from three PODs as follows:
POD 1 (Almond Huller Pit) - California Coordinate System of 1983, Zone 2, North
2,394,476 feet and East 6,543,285 feet, being within the NE ¼ of the NE ¼ of
Section 27, T22N, R2W, MDB&M.
POD 2 (Capay Farms South) – California Coordinate System of 1983, Zone 2,
North 2,394,747 feet and East 6,542,765 feet, being within the NW ¼ of the NW
¼ of Section 26, T22N, R2W, MDB&M.
POD 3 (Prune Orchard) – California Coordinate System of 1983, Zone 2, North
2,381,194 feet and East 6,563,514 feet, being within the NW ¼ of the NW ¼ of
Section 4, T21N, R1W, MDB&M.

Purpose of Use: Irrigation
Place of Use: Within approximately 44,807 acres in portions of Township 21 North,
Range 1 West; Township 22 North, Range 1 West through Range 6 West, Mount Diablo
Base and Meridian.
Location and Type of Infiltration: Diversions from each POD would flow through
temporary pipelines or earthen ditches to recharge areas, orchards, or sumps for
infiltration into the Corning Subbasin. No aboveground storage is proposed.
Use Accounting: The applicant proposes to use “last in, first out” accounting, which
requires the use of water recharged under this temporary permit to occur prior to other
sources of water. All recharged water would be extracted prior to the expiration of this
permit. Groundwater recharge achieved under the proposed project would benefit the
Corning Subbasin.
Water Rights Records Database
Documentation related to temporary permit applications was previously available
through the State Water Board’s electronic Water Rights Information Management
System (eWRIMS) database, but that system is currently unavailable. For access to the

Procedure for Filing Objections
Pursuant to Water Code section 1433.3, any interested person may file an objection
against the approval of the subject application. Objections should be submitted via
email to the staff and applicant contact listed below but may also be submitted via
regular mail or hand delivered. If objections are sent by mail or hand delivered, please
provide a courtesy email to the contact listed below.
Objections must be received by the Division of Water Rights or postmarked by
September 22, 2025, with copy provided to the applicant. The State Water Board may,
for good cause shown, allow additional time to file an objection.
