Public Comment; Agenda item 4.5- City of Oroville Draft Annexation Strategy - 9/9/25 Butte County Board of Supervisors meeting As a longtime community member of the unincorporated area of Butte County, I would like to state for the record I prefer to remain in the unincorporated area of the County, I do not want to be annexed into the City of Oroville. My reasons are listed below. · I prefer that the services I receive come from the responsive, competent and efficient Butte County Sheriff department. · I am still waiting to see if City of Oroville can follow through and actually invest in and improve the areas that it has already annexed. · The Southside of Oroville was annexed nine years ago and I have seen very little infrastructure improvements in that area. Actually this winter, 2025, the Southside had deeply flooded roadways that were hazardous. · There are known flooding areas and a FEMA floodplain in Thermailto that are in the planned City of Oroville annexation maps. For years I have raised concerns about the impact that City annexations, with new developments proposed by the City of Oroville could have to impact and increase flooding. I asked in a 9/02/21 LAFCO meeting, if the City of Oroville or the County would be liable for increased flooding as the City of Oroville seeks to build developments, (specifically the proposed development at 18th St and Feather Ave, which borders Ruddy Creek) and I was essentially told, regarding drainage issues, there are always lawsuits. · Please listen to the 9/2/21 recording of this LAFCO meeting to understand the depths of citizen questions raised about City annexation plans to develop on County or former County properties. https://www.buttelafco.org/meetings-agendas2 · The annexed section of 18th St had a dangerous flooded section right off Highway 162 with no ‘Flooded Roadway’ signage and no afterhours city # to contact this past winter. · I read the 6/19/25 Oroville Mercury Register newspaper article titled “City of Oroville seeks annexation, special tax districts for proposed sub developments” where the City of Oroville planner stated, “We’d be taking on a big responsibility especially in terms of managing flooding during winter storms in these areas particularly in Thermalito. We’ve seen that issue in South Oroville since it was annexed in 2016. We’ve been working on it, but we are not well heeled enough; we don’t have enough resources..” The fact that the City of Oroville said it does not have resources to address flooding, yet they want to annex new areas is very concerning. · There has also been no improvement to the City of Oroville annexed 18th St at Highway 162, turn off lane, that even elected representatives have called a “suicide lane.” · I am also waiting to hear the news that the City of Oroville has opened the new hospital. · I am waiting for new popular stores to be opened in Oroville. Oroville residents shop in Chico or Yuba City for a variety of stores, and that fact takes sales tax revenue away from the City of Oroville. · I am very concerned that the City of Oroville wants to annex the disadvantaged area of Thermalito and it will not be responsible to the residents as far as addressing existing environmental justice issues. Instead, the City of Oroville is seeking to build a Biomass plant which will pollute the air. The City claims it is in the name of providing an electricity source, but that sounds hauntingly familiar, like the story of the promised jobs and benefits of the Oroville Dam Hydro plant. In my view, the City of Oroville has some transparency issues. I want to remain in the jurisdiction of the unincorporated area of the County. As the Board of Supervisors, I would proceed very cautiously in giving up County properties to the City of Oroville; housing can be developed and built on County lands. Butte County has proven itself, time and time again.
