Friday, September 5, 2025 Supervisor Bill Connelly Supervisor Peter Durfee Supervisor Tod Kimmelshue, Chairman Supervisor Tami Ritter Supervisor Doug Teeter Butte County Board of Supervisors 25 County Center Drive Oroville, California 95965 Dear Supervisors, On behalf of the Butte County Farm Bureau, we are writing to express our strong support for Chico resident Theresa Schneider to ﬁll the vacant Vina Groundwater Sustainability Agency (GSA) Domestic Well User Stakeholder Director seat on the Vina GSA Board of Directors. Theresa Schneider is a wife, mother, co-owner of a local multigenerational family business, and a role model for community leadership and volunteerism. She grew up on her family’s farm in Chico, working alongside her parents and sister. A graduate of CSU, Chico with a degree in agricultural education, Theresa now manages every aspect of her family’s walnut farming operation. Her service to the community is broad and long-standing. She has been a member of the CORE Butte Charter School Board, remains active in local 4-H, FFA, and Grange programs, and mentors her daughters in their leadership and educational goals. She has served on the Butte County Farm Bureau Board of Directors, held the role of President of the North Valley Chapter of California Women for Agriculture, and is currently a Fellow in the prestigious California Agricultural Leadership Program. The Vina GSA Joint Powers Agreement lists the following criteria for the Domestic Well User Stakeholder Seat: (1) the individual must reside in the Agency Jurisdiction and own or lease residential real property in the Agency Jurisdiction; and (2) must extract groundwater from the Agency Jurisdiction for domestic water use only. Theresa meets these requirements, as she and her husband built and reside in their home on Chico Avenue, where a domestic well provides their household water. Theresa has been an engaged and consistent participant in local SGMA and Vina GSA discussions since the law was introduced to our community. This long-standing awareness and involvement ensure that she would come to the Vina GSA Board prepared, informed, and ready to contribute meaningfully to the Agency’s important and timely work.
