Dear Secretary Reese:
This letter presents the draft Historic Properties Evaluation and Treatment Plan (HPETP) and
Historic Properties Evaluation Plan (HPEP) for Pacific Gas and Electric Company’s (PG&E) Bucks
Creek Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 619. FERC
issued the license for the operation of this project on June 16, 2022.
Article 404 of the License requires Licensees to implement the approved programmatic agreement
and Historic Properties Management Plan (HPMP). United States Forest Service (Forest Service)
4(e) Condition No. 58 (Condition No. 58) of the License requires the Licensee to implement the
HPMP. The HPMP requires site condition monitoring, development and implementation of a
focused HPETP for the six eligible archaeological sites affected by lake level fluctuation, and an
Historic Properties Evaluation Plan of three additional archaeological sites. The HPMP requires
both a draft HPETP and HPEP be provided to stakeholders and filed with FERC within one
calendar year of license issuance. PG&E sought an extension of time to June 16, 2024 to file the
HPETP and HPEP from FERC on May 18, 2023.
The HPETP, dated May 31, 2024, is enclosed with this submittal (Enclosure 1). The HPEP, dated
May 31, 2024, is enclosed with this submittal (Enclosure 2). The draft HPETP and HPEP were
provided to stakeholders via email on June 3, 2024, a copy of the email is enclosed with this
submittal (Enclosure 3).
