Extension of Time Request

Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) request for an extension of
time to address Recommendation 15 (R-15) from the 10th 5-year Part 12D safety inspection
report (dated June 2015) and Recommendations 1 and 9 (R-1 and R-9) from the 11th 5-year
Part 12D safety inspection report (dated October 2020) for Philbrook Dam, which is part of
PG&E’s DeSabla-Centerville Hydroelectric Project, Federal Energy Regulatory Commission
(FERC) No. 803. Included with PG&E’s extension of time request is a reasoned basis for the
request, per Title 18 of the Code of Federal Regulations, Section 12.40(d). PG&E submitted our
original plan and schedule for addressing R-15 in a letter to your office dated December 15,
2015; our original plan and schedule for addressing R-1 and R-9 in a letter dated December 31,
2020; and our most recent update regarding the recommendations in a letter dated December
23, 2022.
The extension of time request and reason for the request are enclosed with this letter
(Enclosure 1).
