Advocacy Continues as Legislature Sends Joint Budget Plan to the Governor's Desk The Senate has passed AB 107, advancing the Legislature’s Joint Budget Plan to the Governor, in line with the constitutional mandate to pass a balanced budget by June 15. A nonpartisan group of county leaders working in coordination through CSAC raise the alarm on the impact of possible cuts to vital safety net .ATTENTION: This message originated from outside Butte County. ADVOCACY Back to Top California Counties Statement on Legislative Budget Passage California State Association of Counties CEO Graham Knaus issued the following statement on the legislature’s passage of the 2024-25 state budget which rejected many of the most severe proposed cuts to homelessness and the social safety net programs. Turning Up the Heat: State Budget Cycle Keeps Turning Amidst the second significant heat wave in Sacramento in 2024, the temperature of negotiations over the state’s spending plan for the 2024-25 budget also increased this week. Federal Update – CARB Air Quality Rules, Wastewater Legislation, and Wildland Fire Mitigation and Management Commission Paragon Government Relations, CSAC's federal advocacy team, share an update from Washington, D.C.. New Details Announced on Sustainable Insurance Strategy This week, Insurance Commissioner Ricardo Lara released further details of his Sustainable Insurance Strategy, which aims to increase the writing of homeowners and commercial insurance policies in areas of the state with high wildfire risk. Middle-Mile Broadband Network Customer Sounding Survey The California Department of Technology’s (CDT) Middle- Mile Broadband Initiative (MMBI) team is seeking to better understand how stakeholders plan to connect with the Middle-Mile Broadband Network (MMBN), and to source input about the range of MMBN services while establishing a communication channel for stakeholders. Groundwater Bill (AB 2079) Held in Committee After a long hearing on June 11 at the State Capitol, AB 2079 (Bennett) on well spacing and groundwater subsidence, the bill was held in committee after failing on a 5-6 vote. CSAC joined with several coalitions partners including local governments, agriculture, manufacturing, chambers of commerce, and water agencies in opposition (unless amended) to the legislation.
