Subject: Diversability Advocacy Network (DAN) - September Monthly Meeting and Important Announcements
Welcome to DAN 2025
Living with dignity, being part of a community, feeling safe, maintaining health and mobility,
aging in place, being able to exercise choice – these are expectations that we all have.
Community-based supportive services are a necessary part of the equation in helping us
meet the challenges of living successfully in our communities, now and in the future.

• Robert Holt, Senior Assembly Member - California Senior Legislature
https://4csl.org/ You asked the important questions. Rob returns to bring you
additional information on the continued California Senior Legislature Bill Process and
the proposal for the Aging with Dignity Tax Relief Act (the name of Holt’s bill) which
creates a senior sales tax exemption program for eligible seniors from state and local
sales taxes.
3. Master Plan for Aging 2025 Activity/Advocacy Highlights - What to Watch:
• California Budget Revisions - https://ebudget.ca.gov/
WHAT IS A SUSPENSE HEARING?; This is when both the Senate and Assembly Appropriations Committees take
up all bills with a fiscal impact over a set threshold. The bills are held on the “suspense file” and considered in bulk,
often with little or no public explanation of why some advance and others do not. Public testimony is not allowed at
suspense hearings. A bill that passes off suspense heads to the floor of its respective house for a final vote,
while those held in committee are effectively dead for the year.
Items on the Recent Senate Appropriations Suspense Hearing
§ AB 251 (Kalra) Elders and Dependent Adults: Abuse or Neglect
§ AB 474 (Ward) Tenancy: Nonprofit Home-Sharing Program: Income Tax Exclusion: Eligibility for Public Social
Services
§ AB 512 (Harabedian) Health Care Coverage: Prior Authorization
§ AB 561 (Quirk-Silva) Elder Abuse Restraining orders
§ AB 1172 (Nguyen) Adult Day Programs: Administration of Inhalable Emergency Antiseizure Medications
Items on the Assembly Appropriations Suspense Hearing
§ SB 590 (Durazo) Paid Family Leave: Eligibility: Care for Designated Persons
§ SB 707 (Durazo) Open meetings: meeting and teleconference requirements.
