The CSAC Foundation is committed to equipping California’s county leaders with the tools, knowledge,
and networks needed to navigate today’s challenges with confidence. Our programs are designed to
provide practical insights, connect leaders across counties, and create a space for innovation in
governance and leadership.
In this week’s update, we celebrate a major milestone with the inaugural graduates of the HR Executive
Institute—leaders who are now better prepared to strengthen their county workforces and organizational
culture. We also share highlights from Los Angeles County’s Executive Leadership Development
Program (ELDP), where participants are engaging in dynamic learning experiences that translate
directly into county impact. Finally, we spotlight an upcoming course with Ditas Katague, offering a
timely opportunity to explore new strategies and approaches for effective county leadership.

CSAC Foundation Partners with LA County to Re-launch the
Executive Leadership Development Program
On September 3, 2025 the Executive Leadership Development Program (ELDP) officially launched in
Los Angeles. This marks the beginning of a new partnership with LA County to deliver a professional
development program that brings together several of the Foundation’s core strengths: specialized
courses, individualized coaching, and county-specific projects.
What sets ELDP apart is the way these components intentionally build on one another - helping
participants not only acquire new leadership skills but also unlearn outdated practices. Together, this
integrated approach creates a powerful pathway for county leaders to grow, adapt, and drive meaningful
change in their organizations and communities.
