Comments and Suggestions can be sent to this email address: mailto:FERCOnlineSupport@Ferc.gov FEDERAL ENERGY REGULATORY COMMISSION Office of Energy Projects Division of Dam Safety and Inspections –San Francisco Regional Office September 10, 2025 In reply refer to: Project No. 803-CA VIA FERC Service Mr. Russell Cruzen, P.E., Director Power Generation, Asset Excellence Pacific Gas and Electric Company 300 Lakeside Dr. Oakland, CA 94612-3534 Re:Spillway Damage Repair at Hendricks Head Dam Dear Mr. Cruzen: This is in response to a letter dated August 30, 2024,from Mr.Robert Ellis,that submitted a construction authorization request to repair the spillway damage and to address follow-up item No. 6 from the 2019 Dam Safety Inspection at Hendricks Head Dam, which is part of the DeSabla-Centerville Project, FERC No. 803.Upon receiving United States Fish and Wildlife Services’ consultation dated August 13, 2025,and the order from our Division of Hydropower Administration and Compliance dated August 25, 2025,we have reviewed the submittal, and we have the following comments. You must comply with the Commission’s August 25, 2025 Order Amending License to Incorporate Biological Opinion Terms and Conditions (https://elibrary.ferc.gov/eLibrary/filelist?accession_Number=20250825-3047). Provided that you understand and comply with the above comment, you are authorized to proceed with construction upon receipt of this letter. During construction, we typically require monthly construction reports. However, due to the short duration of this project, we will not require monthly construction reports. If the plans and specifications are revised during the construction process, it is your responsibility to ensure that these changes are properly coordinated between the Design Engineer, the Resident Engineer, the Project Manager, us, and you, prior to proceeding with the changes. Also, you are reminded that no changes may be made to Document Accession #: 20250910-3033 Filed Date: 09/10/2025 2 the operation of the project without first coordinating those proposed changes with the FERC. You are responsible for ensuring completion of any necessary environmental coordination with resource agencies as well as the procurement of any federal, state, or local permits required for the work. Within 90 days of completion or by December 29, 2025, submit a final construction report. The report should be commensurate with the scope of work of the project and include details typical for a final construction report, including but not limited to details regarding the construction activities, any problems encountered during the construction, test results from the testing detailed in your QCIP, and construction photographs.File your submittal using our eFiling system at https://www.ferc.gov/ferc- online/overview.
