Re: Follow-up Part 12D Field Inspections
Dear Mr.Cruzen:
On August 29, 2025, Ms. Eunhye Kim of this office conducted follow-up Part 12D
field inspections with the Co-Independent Consultant who was unavailable during the
originally scheduled Part 12D Field Inspection with the other Co-Independent
Consultant. The additional inspections were conducted on the Grizzly Forebay
(Comprehensive Assessment –original inspection performed on June 23rd, 2025)and
Lower Bucks Lake (Periodic Inspection –original inspection performed on June 24th,
2025) Dams, which are part of Bucks Creek Hydroelectric Project, FERC No.619.
Based on observations made and discussions held during the inspection, additional
following action items from these inspections require your attention:
Grizzly Forebay:
1.During this inspection, we noted two grout holes on the parapet,with approximate
depths of 22 feet and 3 feet, respectively.Evaluate the condition of the grout
holes and determine if sealing them is warranted to prevent any inadvertent
intrusions through the opening in the dam.
2.We observed that part of the Low-Level Outlet pipe protruding from the dam has
several dents. Evaluate the current condition,and determine if repairs are
warranted to prevent further damage.

Lower Bucks Lake
3.We observed minor leakage from two separate holes near the intersection of the
right downstream face and the toe of the dam. The depths of these holes were
measured in field to be 47 inches and 12 inches, respectively.Evaluate the
leakage,and determine if seepage measurements or repairs are warranted.
Within 45 days of the date of this letter, address our comments or provide a plan
and schedule to address our comments. File your submittal using our eFiling system at
