Board of Supervisors Composition for 2025 MINUTES JANUARY 14, 2025 Supervisor Teeter made a motion nominating Supervisor Kimmelshue as Chair for 2025. Supervisor Durfee seconded the motion. Motion passes by a 4-1 vote (Ayes: Supervisors Durfee, Ritter, Teeter and Chair Kimmelshue; Nays: Supervisor Connelly) Supervisor Ritter made a motion nominating Supervisor Connelly as Vice-Chair for 2025. Supervisor Connelly seconded the motion. Motion passes unanimously. 2.2. Corrections and/or Changes to the Agenda 2.3. Announcement(s) of Recusal Supervisor Durfee recuses himself from Items 3.1.c and 3.1.d. 3.CONSENT AGENDA The following members of the public submitted Public Comment: John Stonebraker on item 3.1 0.b (electronically). Action: ADOPT THE CONSENT AGENDA Motion: Supervisor Durfee Second: Supervisor Connelly Motion passed unanimously with the exception of 3.1.c and 3.1.d which passed with a 4-0-1 Vote (Ayes: Supervisors Connelly, Ritter, Teeter and Chair Kimmelshue; Nays: None; Recused: Supervisor Durfee) and item 3.1 0.b which was pulled from agenda to be brought back at a future date. 3.1. Public Comment Comments to the Board on issues and items not listed on the agenda. Pursuant to California State law, the Board of Supervisors is prohibited from taking action on any item not listed on the agenda. Please note that Public Comment is in two separate sections. BOARD OF SUPERVISORS MINUTES -JANUARY 14, 2025 4.15. Update of Budget, Legislative, and other Current Issues by the Chief Administrative Officer 4.16. Board of Supervisors Public Comment (Continuation as needed) 4.17. Items Removed from the Consent Agenda for Board Consideration and Action 5. PUBLIC HEARINGS AND TIMED ITEMS 5.1. 10:00 am -Public Hearing -Resolution Amending the Master Fee Schedule at the Neal Road Recycling and Waste Facility (NRRWF) for Commercial and Residential Mixed Organics Processing Joshua Pack, Director of Public Works, presented this item to the Board. No public comment was received for this item. Action Requested -ADOPT RESOLUTION AND AUTHORIZE THE CHAIR TO SIGN. Motion: Supervisor Ritter made a motion to adopt resolution and authorize the Chair to sign and included the following conditions: that staff positions be structured as term-limited, analyze whether equipment be leased versus owned, and Public Works to provide an update to the Board in one year. Second: Chair Kimmelshue The motion passed by a 3-2 vote (Ayes: Supervisors Ritter, Teeter and Chair Kimmelshue; Nays: Supervisors Connelly and Durfee) 6.BOARD OF SUPERVISORS CLOSED SESSION 6.1. Public Employee Employment, Appointment, Recruitment, Performance Evaluations, Including Goals, Discipline/Dismissal/Release, pursuant to Government code Section 54957 6.2. Conference with Labor Negotiators pursuant to Government code section 54957.6 6.3. Actual litigation pursuant to Gov. Code sec. 54956.9(d)(l) -two cases: 6.4. Workers' compensation liability claims pursuant to Gov Code sec. 54956.95 (a) -one claim: 6.5.
