ORDER APPROVING REVISED EXHIBITS A AND G, AND REVISING FEDERAL
LAND ACREAGE AND ANNUAL CHARGES PURSUANT TO
ARTICLE 201
(Issued October 14, 2025)
1.On January 17, 2025 and supplemented on September 17, 2025,Pacific Gas and
Electric Company, licensee for the Poe Hydroelectric Project No.2107,1 filed revised
Exhibits A and G to correct a property ownership error and accurately reflect the location
of Poe Beach. The project is located on the North Fork Feather River in Butte County,
California. The project occupies federal land within the Plumas National Forest
administered by the U.S.Forest Service (Forest Service).
Background
2.The Commission collects annual charges from licensees for administration of the
Federal Power Act and to compensate for the use and occupancy of federal lands. Article
201 of the license, in part, as amended,2 states that the licensee must pay the United
States annual charges for the purpose of recompensing the United States for the use,
occupancy, and enjoyment of 149.65 acres of its lands.
Licensee’s Filing
3.In its January 17, 2025 filing, the licensee filed revised Exhibits A,G-1,and G-6
to correct a property ownership error and accurately reflect the location of Poe Beach.
The licensee explains that the current Exhibit G drawings mistakenly show the land
surrounding Poe Beach as licensee owned; however, it is owned by the Forest Service. In
addition, the location for Poe Beach on Exhibit G-6 straddles the project boundary;
however, the location of Poe Beach should be within the project boundary.

4.On August 18, 2025, Commission staff issued an additional information request
and requested the licensee address comments and file revised exhibits.In response on
September 17, 2025, the licensee filed a revised Exhibit A to correct the federal land
acreage.
Review
5.Commission staff reviewed the Exhibit A filed on September 17, 2025 and the
Exhibit G drawings filed on January 17, 2025,and determined they conform to the
Commission’s rules and regulations and should be approved. Ordering paragraph (C) of
this order requires the licensee to file the approved exhibit drawings and associated
geographic information system data in electronic file format.
6.Because of the property ownership corrections, the revised Exhibits A and G
identify 159.7 acres of federal land,administered by the Forest Service,within the project
boundary. The federal land acreage amount is an increase of 10.05 acres from the
149.65 acres of federal land identified in Article 201. To reflect the property ownership
corrections, ordering paragraph (D) of this order revises the annual charges for the
occupancy of federal lands pursuant to Article 201 of the project license.
The Director orders:
(A)The Exhibit A filed by Pacific Gas and Electric Company on September 17,
2025 for its Poe Hydroelectric Project No.2107 is approved, superseding the previous
Exhibit A.
(B)The following Exhibit G drawings filed on January 17, 2025 for the Poe
Hydroelectric Project No.2107, conform to the Commission’s rules and regulations, and
are approved and made part of the license as shown in the table below. The previous
Exhibit G-1 and G-6 drawings,drawing numbers P-2107-1009 and P-2107-1014,
respectively, are superseded and deleted from the license.

(C)Within 45 days of the date of issuance of this order, as directed below, the
licensee must update the surveyor’s stamp on the drawings and file the approved exhibit
drawings, Form FERC-587, and geographic information system (GIS) data in electronic
file format.
a) The licensee must prepare digital images of the approved exhibit drawings in

electronic format. Prior to preparing each digital image, the licensee must add the FERC
Project-Drawing Number (i.e., P-2107-1015,and P-2107-1016) in the margin below the
title block of the corresponding approved drawing. Each drawing must be a separate
electronic file, and the file name must include: FERC Project-Drawing Number, FERC
Exhibit Number, Filename Title, date of this order, and file extension in the following
format [P-2107-1015, G-1, General Map, MM-DD-YYYY.TIF].
Each Exhibit G drawing that includes the project boundary must contain a
minimum of three known reference points (i.e., latitude and longitude coordinates or state
plane coordinates), arranged in a triangular format for GIS georeferencing the project
boundary drawing to the polygon data. The licensee must identify the spatial reference
for the drawing (i.e., map projection, map datum, and units of measurement) on the
drawing and label each reference point. In addition, a registered land surveyor must
stamp each project boundary drawing. All digital images of the exhibit drawings must
meet the following format specification:
IMAGERY:black & white raster file
FILE TYPE:Tagged Image File Format, (TIFF) CCITT Group 4
(also known as T.6 coding scheme)
RESOLUTION:300 dots per inch (dpi) desired, (200 dpi minimum)
DRAWING SIZE:22” x 34” (minimum), 24” x 36” (maximum)
FILE SIZE:less than 1 megabyte desired
The licensee must file a digital image and a copy of Form FERC-587 with the
Bureau of Land Management office at the following address:

URL: https://cms.ferc.gov/media/ferc-587. A hard copy of Form FERC-587 is available
by mailing a request to the Secretary of the Commission.
b) Project boundary GIS data must be in a georeferenced electronic file format
(such as ArcGIS shapefiles, GeoMedia files, MapInfo files, or a similar GIS format). The
filing must include both polygon data and all reference points shown on the individual
project boundary drawing. Each project development must have an electronic boundary
polygon data file(s). Depending on the electronic file format, the polygon and point data
can be included in single files with multiple layers. The georeferenced electronic
boundary data file must be positionally accurate to ±40 feet in order to comply with

National Map Accuracy Standards for maps at a 1:24,000 scale. The file name must
include: FERC Project Number, data description, date of this order, and file extension in
the following format [P-2107, boundary polygon or point data, MM-DD-YYYY.SHP].
The filing must include a separate text file describing the spatial reference for the
georeferenced data: map projection used (i.e., UTM, State Plane, Decimal Degrees, etc.),
the map datum (i.e., North American 27, North American 83, etc.), and the units of
measurement (i.e., feet, meters, miles, etc.). The text file name must include: FERC
Project Number, data description, date of this order, and file extension in the following
format [P-2107, project boundary metadata, MM-DD-YYYY.TXT].
In addition, for those projects that occupy federal lands, the filing must include a
separate georeferenced polygon file(s) that identifies transmission line acreage and non-
transmission line acreage affecting federal lands. The file(s) must also identify each
federal owner (e.g., Bureau of Land Management, Forest Service, U.S. Army Corps of
Engineers, etc.), land identification (e.g., forest name, Section 24 lands, national park
name, etc.), and federal acreage affected by the project boundary. Depending on the
georeferenced electronic file format, a single file with multiple layers may include the
polygon, point, and federal lands data.
(D)Article 201 of the license is revised to read as follows:
Article 201. Annual Charges. The licensee must pay the United States annual
charges, effective the issuance date of this order, and as determined from time to time in
accordance with the provisions of the Commission’s regulations, for the purpose of:
(1)Reimbursing the United States for the cost of administering Part I of the
Federal Power Act, the authorized installed capacity for that purpose is 114,000
kilowatts;
(2)Recomposing the United States for the use, occupancy, and enjoyment of
159.7 acres of its lands.
(E)This order constitutes final agency action. Any party may file a request for
rehearing of this order within 30 days from the date of its issuance, as provided in section
313(a) of the Federal Power Act, 16 U.S.C. § 825l, and the Commission’s regulations at

18 C.F.R. § 385.713 (2025). The filing of a request for rehearing does not operate as a
stay of the effective date of this order, or of any other date specified in this order. The
licensee’s failure to file a request for rehearing shall constitute acceptance of this order.
