Delegation of Authority Request Regarding Section 106
Dear Secretary Reese:
This letter respectfully requests that the Federal Energy Regulatory Commission (FERC)
designate Pacific Gas and Electric Company (PG&E) as its non-federal representative to
conduct informal consultation with the California State Historic Preservation Officer (SHPO)
for the Oro Fino Substation Rebuild Project. This maintenance will take place within the
FERC boundary of PG&E’s DeSabla-Centerville Hydroelectric Project, FERC No. 803. The
Oro Fino Substation Rebuild Project involves civil and electric construction activities within
the FERC boundary. These activities are necessary due to the failure of Transformer Bank 1
in December 2021. The rebuild will transition the substation to a permanent setup that
resolves operational and safety concerns while supporting long -term reliability for the
surrounding community.
Pursuant to Article 51 of the FERC license, PG&E is required to consult with the SHPO prior
to initiating construction to determine the need for cultural resource surveys or mitigation.
PG&E respectfully requests that FERC designate PG&E as its non -federal representative to
conduct informal consultation with SHPO in accordance with Section 106 of the National
Historic Preservation Act.
To assist the construction schedule, please respond to this request by November 15, 2025.
