Re: Kanaka Hydroelectric Project (P-7242-CA)
Project Deccommissioning Plan
Dear Mr. Blackett,
As you are already aware, the Kanaka Hydroelectric Project was destroyed by the wildfire referred
to as the Ponderosa Fire in August 2017. The Project has not been repaired and STS Hydropower,
LLC (“STS”) as Licensee, has received FERC authorization to surrender the License and completely
decommission the site. Attached you can find the Sediment and Erosion Control Measures Plan and
the Decommissioning Plan containing the requested Quality Control and Inspection Plan (QCIP) as
well as the Temporary Construction Emergency Action Plan (TCEAP).
Initial mobilization and other preparatory work at the site will start on Monday October 6, 2025. The
work needs to be completed during the dry season at the site, with a window of October 1 to about
November 15. All necessary permits have been issued by appropriate resource agencies.
