I note that this year's resolution adds recognition of boroughs and
townships. The borough I grew up in was surrounded by a self-governing
township which could decide for itself when to allow and when to limit
new development. Local land use planning was not overriden by the wishes
of the borough, county, or state.
Here we do not enjoy such self-determination. While the cities and Town
can chart their own paths forward, unincorporated Kimshew Township and
other rural areas can only beseech the Board. Citizen advisory bodies
like the Planning Commission and Airport Land Use Commission are
critical in working with residents and county staff to help determine
where development should and should not occur. In unincorporated areas
targeted for (re)development, there remains a need for Municipal
Advisory Councils to add localized knowledge to the process.
Butte County is also served by a capable Water Commission with the
expertise to help guide staff and advise the Board on planning and land
use decisions. Thanks again to all the volunteers for their efforts.
