Oro►ville, CA 95966 Mr. min Tull, This is a courtesy letter regarding the life safety issues at the Gold Country Hotel/Casino. This information is based on our preliminary walk through of the facility on January 6, 2005. The items listed are life safety issues and need to be corrected as soon as possible to protect life and property. Many items need immediate attention and will be marked with an *. 1. *Fire doors blocked open near service elevator in kitchen. Please inspect the entire facility to confirm all doors are able to perform as designed. 2. *Exit signs pointed in wrong direction. This was noticed in more than one location. Signs should point to the closest stairwell or outside exit that lead to safety (not balconies). 3. *Exit signs in casino are mounted on the ceiling and are too high to see clearly. Lower or add signs to just above the door, signs must be illuminated or self -illuminating. CBC 103.2.8.6 4. No low level exit signs in hall or corridor exits. CBC 1003.5.13 and CFC 1212.6 5. *Mark stairwell door indicating floor #. CBC 1003.3.3.13 and CFC 12010.4 6. Lack of manual pull alarms. There is a shortage of pull stations throughout the entire hotel/casino. CBC 3 10. 10 7. *No emergency lighting seen. Is this integrated into the regular lighting? If not emergency lighting must be added. CBC 1003.2.9.2 8. *The bus loading and unloading area is in an area that needs to be designated as a fire lane. The area directly in front of the building on the west side should be designated "fire lane -no parking". The curb should be painted red with white writing. As it is now, the busses will be blocking a fire department connection and fire apparatus access. This area should be constantly monitored to assure compliance. CFC 1213.1 9. blocked by 2 separate vehicles at time of inspection. Areas around hydrants and FDC's need to be kept clear for fire apparatus placement and use during a fire operations. Also, there are no barriers to block vehicles from striking them. Until permanent barriers can be constructed, area needs to be marked off and monitored to assure no parking is permitted. 10. On January 4, 2005 the sprinkler system on the 4ti' floor was shut down for repairs, when any part of the system is shut down the fire department must be notified and a fire watch must be posted till the system is full restored to service. 11. *Access to the bowling alley parking area and north side of hotel/casino is poor due to vehicle parking. As the lanes proceeded past the main entrance they narrow down to one lane and vehicles being allowed to park along this area are blocking egress. On January 1' we responded to a medical near the bowling alley and we almost were not able to make access due to vehicles. All areas that may impair fire apparatus movement must be addressed and Kept clear at all times. 12. It appeared that the sprinkler pipe in the stairwell comes out of the standpipe riser. NFPA 13, 1999 edition, section A-5-15.5.2 states these two systems should not be interconnected. 13. Electrical boxes not labeled. There are numerous electrical sub panels on premises, at the very least their needs to be labels on each breaker or have a printed sheet indicating function. These sheets need to be kept in electrical box. 14. Restrict storage near electrical boxes. Storage should not block or hinder access to electrical boxes. Suggest taping area off to limit placement of items near electrical boxes. 15. The main power shut off boxes need to be labeled accordingly. This facility has a very complex shut off procedure due to multiple mains and generators that feed several areas of the entire compound (old and new casino, modulars, and the bowling alley). 16. Main gas shut off that feeds the hotel/casino requires a special tool and is not easily located (underground). Use some method to identify shut off, suggest a sign on a removable box. A shut off tool needs to be placed near shut off for easy/quick access. 17. *Keys and phones/headsets (that operate the fireman phone jacks) have not been issued as of yet. We currently have no access to the fire control room or the elevator systems. A master set of keys should be kept in a well - marked, central location in case of need. 18. A master copy of all MSDS's should be in a central location. I suggest the fire control room. 19. Label the fire control room door. 20. Computer room on 3rd floor. This area protected by a system that displaces oxygen and anyone entering the room after the system has activated will be overcome. Label the door stating, "Do not enter after system has activated without self-contained breathing apparatus' 21. Label the doors that house the bottles for the suppression system with a compressed cylinder label. 22. Several breaches in the sheetrock and drop ceiling noted. Sheetrock and panels must be repaired to prevent/slow fire movement. 23. *Several evacuation drawings do not state "you are here" and point to area where the drawing is posted. 24. *Immediate on the fire control room functions (computer system) and the sprinkler systems needed. Fire personnel need to understand how the systems work prior to a fire, once a fire starts it will be too late. Unfortunately, a letter like this is necessary when a long, working relationship with developers would be greatly preferred. Typically, for commercial construction, plans are approved through the fire department so that all parties are aware of needs. Information flows both ways so that fire safety is built into a structure and the fire department can serve the public. Such a procedure can also help save money on fire insurance, and it can save lives and property in an emergency. Battalion Chief Dan Dyer met with you a couple of years ago and requested a set of building plans. Chief Dyer and the County of Butte have also made other written and oral contacts with the County trying to establish a communication channel. The effort has been to no avail: which leads us to one of many problems. The exterior steel walls being installed at the hotel will prohibit any firefighter radio communications from inside the building. If your contractors are installing a radio communication system, then it is unknown to us and may not work with our radios. Federal OSHA standards are very specific regarding safety of firefighters at structure fires. A firefighter may not enter a hazardous atmosphere (smoke, etc.) unless they do so in pairs and have two more people outside in case the firefighters need rescuing. The second part of this requirement is that the inside ka firefighters MUST have communications with the firefighters on the outside. It is our sincere belief that this will not be possible without an engineered system in the new building. This concern for radio traffic is shown, in part, by our frequent inability to communicate from inside the current tent structures. The synthetic skin should allow for easy transmission, but perhaps the casino electrical usage has some special effect. If steel walls are added to the equation, there is little doubt that radio communication will be dramatically impacted. Our firefighters routinely train on this "two -in two -out" rule. We do not plan on violating this law on your property. The bottom line is that we may not be able to fight a working fire inside your new building. We would be able to spray water from the outside, but this tactic is normally used to "drown" a destroyed building. Firefighter say, in reference to aerial ladders, "When the stick go up, the walls go down." You may wish to discuss this with your insurance company. I can give you some ideas but I need more info. Your on VHF but what frequency (or frequencies) do you use. Is this a repeated, simplex, half duplex system? Where is the transmitter in proximity from / to the Casino? Is there more than one casino you need to penetrate? Do you have a transmit, receive, or both problem? VHF radio signals are roughly six or seven feet tall (wavelength). Most windows are smaller than that so the signals at VHF get clipped and chopped up. A BDA receives the signal from an antenna outside the building and "retransmits" the same signal inside the building via an antenna inside. Powered BDA's also amplify the signal to increase the signal level inside the structure. You can also try working on the system itself by using various methods for which there are a zillion variables. If you like, feel free to give me a calf and I would be glad to help in any way I can.
