I must apologize to the committee members and to you for my failure to act swiftly on the issue. My position also involves fire investigation and this summer provided with plenty to do in that field. I have drawn one idea for reducing the traffic flow in the fire lane area. (see attached.) My attempt to come up with a plan for the area in question failed. It is too small to allow a vehicle- free fire lane, a parking lot and yet still provide a safe drop off area for the students. Our only recourse is for me to designate the red -curbed area a "Fire Lane." California Vehicle Code Section 22500.1 gives me that authority. I understand that someone has already complained about putting up more signs. The Vehicle Code states that clearly marking the red curb with the words "FIRE LANE" is all that is required. I recommend that the letters be painted in white and alternate between the top of the curb and the face. I intend on enforcing this until we get complete compliance from the parents, the district personnel who tend to park there occasionally, and the vendors who service the school. I have received several complaints about the continued parking problem from teachers, staff, parents and fire department personnel who respond to the school. 2 e ka Page 2 – Fire Lane Dr. Linebarger If you feel that you need to discuss this fin-ther with the Superintendent and or the school board please let me know. They will get phone calls from angry parents—I received one on Monday afternoon from a parent who questioned my authority to monitor the fire lane parking. The California Highway Patrol and the Butte County Sheriffs office as well as the law enforcement staff of the California Department of Forestry and Fire Protection/Butte County Fire Rescue will be notified once the decision to paint the curbs is affirmed. This person noted that -there was only one exit from the room and that there were no inside "quick releases" installed on the bars in the event the windows would have to be used as emergency exits. The 1998 California Building Code, Section 305.2.4, states: School classrooms constructed after January 1, 1990, not equipped with automatic sprinkler systems, which have metal grilles or bars on all their windows and do not have at least two exit doors with 3 feet of each end of the classroom opening to the exterior of the building or to a common hallway used for evacuation purposes, shall have an inside release for the grilles or bars on at least one window fartherest from the exit doors. The window or windows with the inside release shall be clearly marked as emergency exits. Itis imperative that his situation be corrected immediately.
