In late 2001, soon after I became the Butte County Fire Department's Life Safety Officer, retired Biggs High School teacher Mel McLaughlin approached me as to the status of the exiting from the tower. I told him I would check into it During Y m inspection two weeks ago, in addition to the 1993 fire marshal requirements, I recommended that all storage be removed from the building, the electrical whing be placed in conduit, and the 3 floor not be used because of insufficient exiting. Two weeks ago I researched the availability of construction drawings from the Division of the State Architect (DSA) in Sacramento. As you know they are responsible for all the construction that occurs on California public schoolro erties—anless the project is only one-story and under 250 square p p feet. They In fact, have no record of the media tower at the high school. a , they have assigned Mr. Gerald Freeman, District Structural Engineer, to investigate the situation. He expects to contact you soon. Mr. Freeman's phone number is 916-445-0737. I expect that DSA will require the same "engineered drawings' of the tower p q that I requested last week. Box 397 Biggs, CA 95917 Dear Kevin, I have completed my research of the fire inspection history of the "Stadium Media/Coaching Tower' at Biggs Junior -Senior High School. Your inspection records were transferred from the California State Fire Marshal's office in Chico about two years ago. At that time the Butte County Fire Warden became the Fire Chief and the state fire marshal responsibilifies for Title 19 occupancies reverted to the county fire department. In April of 1993 the district was sent two letters from the State Fire Marshal requiring the following: 1. Not less than two means of egress shall be provided from the Pfloor of the tower, one of which must be an exterior exit, gating at ground level. 2. The existing non -conforming interior stairway between the 2"d and Pfloors shall be replaced with an approved type. 3. Provide (1) fire extinguisher (2A: lOBC) for each floor, mounted in plain sight. Well, time and the responsibilities of designing a fire inspection program and the associated training requirements for Butte County Fire personnel stalled my efforts to help him until now. During my inspection two weeks ago, in addition to the 1993 fire marshal requirements, I recommended that all storage be removed from the building, the wiring placed in conduit, and the 3rd floor not be used, Last week I researched the availability of construction drawings from the Division of the State Architect (DSA) in Sacramento. I found it difficult to unhitch one of the s -hooks in the gym. While this type of locking device does not require the use of a key or special knowledge to allow the doors open, it does require special effort. In the event of an emergency where immediate exiting was necessary a panicked person could have difficulty in opening the door especially if they put any weight against it. I will allow a temporary repair (which I will explain to the maintenance supervisor) to each s -hook device in order for the district to have time to purchase manufactured security devices for each door or set of doors. The temporary repairs must be completed within 5 days of your receipt of this letter. All temporary locking devices must be removed each morning prior to the arrival of the students and they must not be placed back on the doors until the end of the students' normal day or after any event held in the building. The new security devices must be in place within 30 days of your receipt of this letter. If you have any questions, please contact me at (530) 538-3859. The High School has completed Necessary corrections. This fall vire will be completing the elementary school.
