White, Director Springs of Living Water Conference Center Richardson Springs, CA. 95973 SUBJECT: R I CHARDSON SPRINGS HOTEL SFM File #: 60-04-61-0011-000-330-0 I am hopeful that this letter will clarify items from Mr. Fox's letter of August 6, 1984 as well as from our discussion of Novem- ber 1, 1984. 1. FIRE ESCAPE: The plan outlined in Mr. Fox's letter is accept- able. Installation of a fire escape or stairs to the veranda with stairs from the veranda to the ground is also an accept- able alternative. 2. INTERIOR STAIRWAY: The interior stairway enclosure doors have been i nstal i ed. However, these doors shall be provided with positive latching hardware approved for one-hour fire assemblies. 3. EXIT SIGNS: Exit and directional signs are scheduled to be n sal l ed for each fire escape soon. These signs should be installed before December 1, 19840 4, SEPARATION OF OCCUPANCIES: The proposal for separating the library, bookstore, snackery and dining rooms from the lobby is not acceptable as listed in Mr. Fox's letter. These areas must be separated with one =hour fire -resistive construction. Typically, this consists of 5/8 -inch Type X gypsum wall board on each side of 2"x4" wood studs. Wi ndow. openings are per- mitted but limited to 25% of the wall area. Individual gl ass panes between steel mullions must not exceed 1296 square inches with no dimension exceeding 54 -inches. All glazing must be 1/4 -inch wired glass installed in fixed steel frames, Doors installed in these walls must be one-hour fire -rated assem- blies ssem- blies -and maintained self-closing and positive latch* ng . White, -.rector November 7 1984 Springs of Living Water Conference Center Page 2 Other acceptable methods of construction may be those approved and tested by Underwei ters Laboratories, the ' Uni ted States Gypsum Association or as listed i n Table 43, Uniform Building Code (1979 Edition). 56* STANDPIPES. The existing standpipe hoses and nozzles were removed and new hoses and nozzles installed. 6. EXIT -HARDWARE: Mr. Fox's proposal to lock the exit.doors is unacceptable. The controls Mr. Fox suggests are not allowed Jn hotel occupancies (Group R, Division 1) . In assembly occu-_ panci es, the panic hardware may be omitted only from the main exit door if the door consists of a, si ngl e leaf. The doors on the dining room* and conference rooms are not single -door exits. Therefore, p4ni c hardware is required for all exit doors. 7. EXIT DOOR SWING: The doors at -the Mirror Room and dining rooms have not yet been rehung. This should be accomplished before December 1, 1984, 8. NUMBER OF EXITS: Additional exit doors are planned for the Mirror Room, Dining Room and Garden Room.' These exits shall be installed not less than one-half _the length of the maxi mum overall diagonal dimension of each room measured in a straight line between exits. Final plans must be developed and reviewed by our office before December 15, 1984, Installation shall be completed before January 1, 1985. 9. ELECTRICAL: The electrical deficiencies have largely been corrected. Written certification of electrical installations in the building must be obtained from a 1-icensed electrician. This certification should be - submi teed to the State Fire Marshal before December 15, 1984. 10. BUILDING MAINTENANCE AND HOUSEKEEPING: Storage and debris have been removed from he crawl spaces under the building and from the walls of the Honeycombs. It is our understanding that the areas will be maintained. 11. VERTICAL F ' C L SHA TS AND OPENINGS: Plans detailing the changes to be made to the elevator doors, standpipe cabinets and bath- room vents have not yet been submitted to the State Fire Marshal. The standpipe cabinets may be boxed in behind the piping/valves with 5/8 -inch gypsum wall board or plaster. CORRIDORS: An acceptable alternative to replacing the corridor doors foF sleeping rooms with 1-3/4 inch solid wood core doors would be to fill the thin -pane" areas of the existing doors with gypsum wall board. This material rust be securely fastened to -the doors. A veneer may be applied over the door to improve the appearance.. This veneer must have a minimum Class II flare spread rating. 13.. FIRE ALARM: A manually operated fire alarm system must be instal a Manual pull -stations must be located so that no person would be required to travel more than 100 feet before reaching a device. Typically these devices could be located as follows: In the 1 obby near the -main desk, in the mezzanine area, on the second floor near rooms 229 and 204, on the third floor near room 329 and 304, on the fourth floor near the elevator, in the first, second and third sub -levels near the standpipe cabinets, and in the Honeycombs near -rooms 5 and 10. These are only suggested locations. We would recommend that you contact a fire alarm installer who can provide you with specific information as to components. Plans and specifi- cations for this system must be submitted to the State Fire Marshal (see below). 14. FIRE SPRINKLER SYSTEM: Because of the nature and complexity of the building, a partial sprinkler system as suggested by Mr. Fox would not be acceptable. Complete fire spri ;` I er coverage is necessary to protect the occupants of this building. We would recommend that you contact fire sprinkler contractors for various sprinkler designs. A well designed system may provide you with maxi mum coverage at a reasonable cost. A preliminary plan for correcting this item should be submitted to the State Fire Marshal before -December 31, 1984. 15. EMERGENCY MEASURES: The emergency measures listed in Mr. Fox ' -s letter have been completed and are acceptable to us.. We realize that you are proceeding on these items under the constraints of money, maintenance personnel and time. However, a scheduled plan for correcting these items rust be, developed and submitted to the State Fire Marshal within 30 days. - Plans and specifications for all construction shall be submitted to the State Fire Marshal for review prior to beginning construction. I cannot accept your proposed timetable for correcting !gest items. Because of the severe nature of the hazards involved, it is imperative hat the violations be remedied within the following time frame, 1. FIRE ESCAPE: Plans for the installation of a spiral stairway from the urth floor to the veranda and for the stairway from the veranda to the ground all be received in this office within 30 -days. The construction.of these airways shall begin within 30 days of SFM plan approval. 2. INTERIOR STAIRWAY: Panic hardware shall be installed on each stairway or within 30 days. 3. SEPARATION OF OCCUPANCIES: Plans for separating the tape library, book store, snackery and mezzanine office from -the lobby shall be received in this office within 30 days. The construction of these occupancy separations shall begin within 30 days of SFM plan approval. 4. STANDPIPES:. All standpipe hoses and nozzels shall be tested and/or replaced within 30 days. 5. EXIT HARDWARE: Panic hardware shall be installed on each exit. from the Dining d Mirror Rooms within 30 days. 6. EXIT NUMBER: The proposal for plan submittal by April 30, 1985 and construction t commence immediately upon receipt of.SFM approval is satisfactory. 7. ELECTRICAL: All electrical installations shall be repaired or replaced and t e electrical installations and fixtures certified by a licensed electrician within 36 days, 8. VERTICAL SHAFTS AND OPENINGS: The standpipe cabinets shall be fire -stopped within 15 days. The elevator doors shall be replaced eithin 30 days. 9. Code, State of California, a recent inspection was conducted of the subject facility, The purpo8e of this inspection was to determine the extent of compliance of your facility with State Fare Marshal requirements as contained in Titles 19 and 24.® California -Administrative Code. We acknowledge that the building is existing, and it is not our intention to require it to necessarily conform with today's new construction standards; however, the number and type of existing deficiencies constitute an unreasonable fire hazard to the occupants, thus, necessitating correction, FIRE ESCAPES Fire escape on south aide of building, because of its design, requires. turning around on top of the parapit, 78 feet above ground, before descending an eighteen -foot vertical ladder to reach the - top fire escape platform, The. fire escape is reduced to fourteen inches wide at window levels and .as little as 6 1/2 inches wide at other locations, None of the bottom sections reach the ground. one, which swings freely when being used, has its bottom rung five feet eight inches above ground. Another could not be lowered since a television, antenna has obstructed its use. Access doors -from the penthouse to the fire escape are not easily identified and were locked, The fare escape offers no protection from exposure of fire or smoke. Provide one-hour.fire resistive separation -between the lobby and the mezzanine, bookstores snackery, kitchen, .and dining rooms. The kitchen may be separated -either between the dining rooms or between dining rooms and lobby, 24 Cal, Adm, Code 108, 79 Uniform Building Code SA In lieu of the separation mentioned above, equivalent protection may be permitted when .approved by the State Fire Marshal. 24 Cal, Adme Code 108 STANDPIPES There is not a Class I or III Standpipe. The existing Class II Standpipe System has many hoses and nozzles missing. Mose that is in place is dirty and moldy. 10. Code 2-1233 ACCESS ROAD The access road is sixteen feet wideA The access road to a public shall be all-weather,'hard surfaced,, (suitable for use by fire apparatus) right-of-way not less than twenty feet in width. - 19 Cal. Adm. Code 3.05 14. Recommendations -Main entrance -should be used for passenger loading only. This is the only location a fire truck can use -an aerial ladder. ELECTRICAL Conduit, non-metali.c sheathed (Romex) , knob and tube methods of wiring are used in the buildings Deficiencies in wiring include: substandard splices, open junction boxes, extension cords run through walls, and panel boxes hanging by its -wires, 15. Licensed electrician shall inspect and restore to current standards, except that which conforms with all applicable laws in effect at the time of installation, if it is currently in good and safe- condition and working properly. 24 Cal, Adm. Code 76, National Electric Code 110-12 BUILDING MAINTENANCE AND HOUSEKEEPING The crawl space doors under the.,mirror room and varanda are missing. The walls in the lowest levels of the "honey combs" are broached, and are accumulating storage and debris, -.0%. -5- January 26, 1984 Cecil Cooper RICHARDSON SPRINGS HOTEL 16. Provide doors -and locks, if necessary, to prevent unauthorized access to these areas. Remove all storage and debris from these areas. 19 Cal, Adm. Code 3.19 PTP7 aT.AVM The existing fire alarm device is not approved by the fire marshal. 17. Provide an automatic or manually operated fire alarm system so designed so that all occupants of the building may be warned simultaneously and shall be in accordance with Section E740 -3D, Part 3, 24 Cal. Adm. Code, 24 Cal, Adm. Code 1233, Nothing -'r_n this letter shall be interpreted as encompassing the structural stability of any building or as abrogating more restrictive requirements by�other agencies. To avoid any possible misunderstanding that may result in unnecessary expendituresp plans should be prepared and submitted to this office for review, prior to any construction or changes. Please advise, as soon as possible, your time schedule for correction of the above items. Also, we request notification by you upon completion to aid us in scheduling our reinspection, Thank you for your cooperation in this matter.
