Architectural review of the Change of Use of the structure to comply with Appendix Chapter 3A, Requirements for Group R, Division 6 Occupancies, based on the 2001 CBC. Occupancy classification to be: Group R, Division 6.2 per section 315A (see also drawing set cover sheet G1.1) Occupancy Load The occupant load indicated on the drawings was calculated at 30 persons. This is based on CBC Table 10-A with special directions from the local jurisdiction. Item 32 Group R, Division 6 lists an Occupant Load Factor of "-". Item 31 Group R, Division 2 in the same table has a footnote "6" stating, "The number of clients for occupancy classification shall be determined by the licensing authority." This has been determined to be the same intent for R-6.2. Therefore an occupancy of 30 was used in this project's calculation for submittal per discussions with your office. The facility asks for a waiver for the doors at the second floor bedroom due to unusually mitigated circumstances already provided in that room. The primary exit door into the main hall from this room is a 2'-8" door swinging in the wrong direction. The secondary exit (required due to the number of occupants in this room only) is through a sliding glass door, actually six of them, each very strategically placed in the same room. There is one door adjacent to each pair of bunk beds, and the doors all lead onto the veranda that is exiting through an existing stair. This inherently seems like an exceptionally safe exiting system. Should you desire to appeal any of the conditions imposed by the Planning Commission, you must do so in writing, to the Clerk of the Board of Supervisors, 25 County Center Drive, Oroville, California, prior to 5:00 p.m., Monday, February 4, 2002. The appeal fee of $50.00 must be paid at that time. If you do not appeal and if there are no other appeal within the 10 calendar -day appeal period, the action of the Planning Commission is final. A Notice of Exemption (NOE) should be filed for purpose of completing the California Environmental Quality Act Requirements. The fee for filing the NOE is a $25.00 document handling fee. A check made payable to the Butte County Treasurer in the amount of $25.00 should be submitted to the Planning Division in order to complete the process.
