Upon arrival the technician noted that all the Primary and Secondary reporting phone numbers for the above referenced Fire Alarm Control Panels had been discontinued. In order to rectify the issue temporarily so that the FACPs could report to our central station all the panels were hooked up to the T1 telephone numbers (530) 343-0758 and (530) 343-0554. NFPA 72 (National Fire Alarm Code) requires that each of these fire alarm systems have two telephone lines attached (a total of six individual lines may be required). However, the local Authority Having Jurisdiction (AHJ) may be able to provide more information regarding this requirement. I have copied the AHJ on this letter in accordance with our obligation to provide status information of this sort as well as to remain in compliance with our own general liability insurance policy. Finally, please advise us at your earliest convenience as to the status of any phone line changes to these accounts once you have consulted with the Fire Marshal who can be reached at (530) 538-6837. It was a proposed expansion of the existing facility. There are some major outstanding issues (conditions of approval) that have not been satisfied. The present amount of fire flow (1100-1200 GPM pressurized water for fire protection) is insufficient for the amount of square feet combined for the gymnasium and infill project. This project requires a minimum of 2500 GPM total flow for two hours at the hydrant(s). They have two options: • Increase fire flow by adding another well and a larger pump or replace existing pump; Or • Provide an interior automatic fire sprinkler system for the entire project. 2. The two fire hydrants show in closest proximity to the gymnasium "Infill, remodeling and additions" must be in service and operating prior to the start of building construction. • Another memo from Steve Fowler to the Butte County Building Department dated December 11, 2005 changed the minimum total flow to 2750 GPM • A letter from Steve Fowler to Pastor Tim Ruhl of the Pleasant Valley Baptist Church dated December 13, 2005 stated: o I met with county planning and building officials shortly after our meeting last week. Your plans have been approved by both entities; however, it has been noted on the plans that their approvals "do not include fire flow". The original Use Permit that this entire project was approved under noted that the "residential fire flow" was to be determined based on construction plans. The increase in square footage of the project has increased the fire flow to 2750 gallons per minute. In lieu of having to provide the additional fire flow we order the following: Provide a reliable pressurized water system for your building fire protection, one that is dependent on a private pump. Install an approved diesel fire pump system (with automatic start from batteries) or have an approved emergency generator. Either option shall comply with NFPA 20. In addition the following requirements from my letter to you dated November 27, 2005, remain in effect: 5/20/2010 Page 2 of 2 The two fire hydrants shown in close proximity to the gymnasium "Infill, remodeling and additions" must be in service and operating prior to the start of building construction. • I spoke with Steve this week about the conditions of this project, he thought the change in the required fire flow from 2500 gpm to 2750 gpm was the result in changes to the floor plan that was not captured in the initial design plan. As to why the second option of providing a "reliable" pressurized system was added, we both agreed that it made sense to the project and Steve thought that perhaps it was the result of a meeting or a phone call that was not captured in the notes of the file. • On January 28, 2010 1 performed a site visit at the church to go over any outstanding items for the final. Several items of deficiency were noted on a later dated February 9, 2010, including the deficient fire flow. • On March 8, 2010, at the request of Pleasant Valley Baptist Church I performed a final inspection where all items from the 2/9/10 letter were corrected except for the fire flow. Pastor Tim Ruhl assured me that they were working to meet all of the conditions of the building and use permits but had events planned for March 8 — 10 and March 26. Pastor Ruhl emphasized the importance of the events to gaining funding for the upgrades to the fire hydrant system that they had estimates in hand for approximately $30 - $40 thousand. After consultation with Chief Morris PVBC was granted a temporary certificate of occupancy for the two events with the assurance that no further exception would be granted. • On May 3, 2010 1 had a phone conversation with Dave Gibbs (727-560-8899, 727-560-0000 cell) who said he was an attorney "affiliated" with the Pleasant Valley Baptist Church for the last 25 years. He stated that he had been researching the code requirements for this project and was curious as to what code section allowed us to require the back-up power supply for the hydrant system. I explained that I did not condition this project and would have to research and get back to him. • Over the next two weeks I had several conversations with Butte County Development Services and learned that PVBC had not fulfilled other portions of their Use Permit. • On May 12, 2010 Dave Gibbs called again and asked where the project was and again challenged the fire department's authority to put these requirements on the church. I explained that these requirements were part of the use permit process and that the applicant was aware of all of the conditions of approval as his signature appeared at the bottom. Mr. Gibbs clarified that he was not asking about the use permit process but the "legality" of our requirements. I suggested he contact County Legal Counsel as they were more equipped to determine legalities and I provided him the number to do so. The building may be a new facility, an addition, or a re -build after a storm or fire. One of the key factors a church focuses on is cost. Often when a contractor provides an estimate to the organization of what it will cost to build, many leaders are shocked. Because of this cost, the building committee will then begin cutting back their plans from what they originally wanted to what the church can afford. With this in mind, sometimes the committee will choose what is aesthetic over what is practical and needed. Early in the planning process, it is helpful if the building committee determines the areas that won't be compromised. Though it is not often the case, one of those areas should be safety and security. Though cost is the largest factor for many leaders, the price of a life is invaluable. The following are several things that should be considered when building in order to keep the facility as safe and secure as possible. ❑ Be sure you and the builder are clear on local and state codes. Every state and municipality have variations that if not met can lead to significant future issues and costs. ❑ Seriously consider a monitored fire detection and sprinkler system for the building. If a fire breaks out and is able to be suppressed, the savings in both dollars and ministry can be significant. Why build a brand new structure without fully protecting it? ❑ Don't cut comers on storage space. Few churches have enough space and therefore store hazardous materials in locations that are susceptible to fires. Have a "safe room" for flammable and combustible liquids that is away from sources of ignition. ❑ Though many organizations rely heavily on volunteers, when considering major construction, leave the work to professionals. Many times volunteers work beyond their expertise and improper workmanship is often the source of construction failure and fires. In addition, if a building is destroyed because of poor workmanship, the organization or insurance company wouldn't be able to collect from a reputable construction company if the work was done by volunteers. Make sure the architect, builder and all sub -contractors show proof of insurance with limits equal to or greater than your current policy, and have sufficient errors and omissions coverage. An organization also should ask for a certificate of insurance naming them as an additional insured. Finally, an organization should check the financial viability of the contractor and builder. Make sure they have the financial strength to take on and complete the entire project. Pay them as work is completed versus everything up front. It also is a good idea to require that they be bonded. v Designate a person or committee from the organization who has the power to make quick project decisions. If this is not done, then the building process can slow down and cost more. o Consider the types of access you will have into your new facility. The best method is electronic entry. It is important only to provide access to people for the areas they need, when they need it. Building a facility and the care of it is really an act of stewardship. Cutting comers that compromise the safety of the people and facility does not bang glory to God. Finances are important, but the wellbeing of those who enter your facility is paramount in your considerations as you look to build.
