Plan Review The following are the fire department requirements for BP# 04-14276, AP # 007-420-060 & 62: 1. The present amount of fire flow (1100-1200 GPM pressurized water for fire protection) is insufficient for the amount of square feet combined for the gymnasium and infill project. This project requires a minimum of 2500 GPM total flow for two hours at the hydrant(s). They have two options: i. Increase fire flow by adding another well and a larger pump or replace existing pump, M ii. Provide an interior automatic fire sprinkler system for the entire project. 2. The two fire hydrants shown in closest proximity to the gymnasium "Infill, remodeling and additions" must be in service and operating prior to the start of building construction. 3. Consider an emergency power generator when pump system is upgraded, especially if automatic fire sprinklers are installed. 4. Prior to construction, provide an all weather access of at least 20 feet wide and vertical clearance of 15 feet that will allow for ingress and egress and accommodate a 40,000 -pound fire apparatus to within 150 feet of all structures. 5. See page 2 of attached fire extinguisher requirements: 2A:10 BC fire extinguishers within 75 feet of traveluall distributed throughout the building. Mount in � y approved cabinet or on wall bracket. 6. If exits through the weight room from the gymnasium are part of their primary approved exit plan then all mats, weight machines and other apparatus must be kept out of the exit way. Or mount "Not an Exit" on the gym side of the weight room doors and remove exit sign. 7. Note on Sheet M4 "Option for `small' hood fan 60"44": Fire extinguishing system will be required if grease -laden vapors will be present. 8. Add audible notification device to strobe in each locker room–with fire department approval to reduce sound level. 9. Fire lane shall be signed at each vehicle entrance. Photo of sample sign language attached. Curbs may be painted red on both sides with "FIRE LANE" painted in 3" white block letters every 15 feet for the entire length of the fire lane—or—post fire lane signs on both sides of the roadway every 200 feet per the attached information sheet. 10. State Responsibility Area (SRA) Fire Safe Regulations attached. 5. We checked the pump and it was running. We talked to the pastor and he said that iey had that problem when sand got into the system. He said he would take care of it. A week later we tested it again nd it was in the 1100-1200 range, but did not drop. These were the only two tests that we preformed this year. Although an arson dog from the city of San Bernardino was called to the location in the 12900 block of Central Road and "hit" on three different locations that tested positive for ignitable liquids, investigators have yet to term the fire as arson. "It is a suspicious incendiary fire — meaning it is something that somebody set," Division Chief Art Bishop of the Apple Valley Fire Protection District said, adding that the official cause is still under investigation. Officials from the San Bernardino -based Arson and Bombs Detail also responded to the fire, investigators said. No one was injured in the 1 a.m. fire Tuesday, but between fire, smoke and water damage, the fire caused around $21,000 in damage, according to Jason Nailon, an investigator with the Apple Valley Fire Protection District. The building, which is about 3 years old, had a sprinkler system in it that helped to contain the flames as firefighters arrived. They were alerted to the fire because of an automatic alarm that is triggered by the activation of the sprinklers. "Without the sprinklers the $20,000 damage could have been probably tripled, or more, easy," Nailon said, as Youth Pastor Steve Cobbs commended the system that helped save his church. "The sprinkler system going off ... that's really the hero of this story," Bishop added. Cobbs said they are not sure what the fire will do to their services, or how long it will take to make the church fully operational again. The FBI routinely becomes involved when there is a fire at a church to investigate the possibility of a hate crime. The Department of Alcohol, Tobacco and Firearms was also notified, Nailon said. "We are aware of it and certainly early indications raise suspicions. We will work with our local counterparts on the hate -crime task force to fully investigate it," Los Angeles -based spokeswoman for the FBI Laura Eimiller said. "In this case it was already reported as suspicious. When you have a fire at a church that doesn't look to be accidental, in the event there is some kind of motivation ... we'll certainly be investigating," Eimiller added. Because the fire is believed to have been set, investigators urge anyone with information about the fire to contact WeTip at (800) 78 -CRIME. In order to provide a reliable pressurized water system for fire protection, one that is dependent on a private pump, it shall comply with NFPA 20 and either be an approved diesel fire pump system (with automatic start from batteries) or have an approved emergency generator. This requirement has been added to the attached memo. I met with county planning and building officials shortly after our meeting last week. Your plans have been approved by both entities; however, it has been noted on the plans that their approvals "do not include fire flow." The original Use Permit that this entire project was approved under noted that the "residual fire flow" was to be determined based on construction plans. You will note that the increase in square footage of the project has increased the fire flow to 2750 gallons per minute per the 2001 adoption of the California Fire Code by the California State Fire Marshal. Of course, this is only an option if instead you decide to protect the building's occupants and contents with an approved automatic fire sprinkler system. As I explained, we did have a fund raiser where people came in to see the inside of the gymnasium. We did contact the county, making sure everything was properforthose couple of hours. When you came on Monday morning, it was still the aftermath of making sure things were removed. I apologize for using it for storage. There are no excuses, but when members of a church see a big building, they did not realize it could not be used for anything. I am taking care of this matter. All items have been removed. There are some building materials there. There are bags of insulation. There are some excess metal work which is part of the construction crew. Even though our shell has been put up, we arein the process of permits now with interior in -fill. Lights have been put up on a temporary basis in order to take measurements for the planning of the in -fill. If this is not allowable, please let me know, and I will be glad to remove them immediately. There is much physical planning in the inside of the building with Mr. John Anderson, our architect and the construction crew. I believe submittals will be to the county by the end of next week. Mr. Fowler, I know that you are being a tremendous help to us. I take that in no light manner. I appreciate your concern. I inspected the facility Monday morning. I found several -items stored in the structure as well as some electrical wiring apparently temporarily attached to the shell. I advised the Butte County Building Department of my findings. In addition, I spoke to one of your parishioners who said she had attended an evening event held in the building. I find it hard to believe that you would put your congregation in such an unsafe situation no emergency exit signs, no emergency exit lighting, several unsafe -and illegal wiring set-ups, lack of restrooms and wash facilities, and an unsafe exterior pathway. You are in violation of the California Building Code Section 104.2.5 "Occupancy Violation." The permit that was issued to you was for the construction of the shell only. There has been no "Certificate of Occupancy" issued for the building (CBC Section 109. 1), nor was any electrical permit or storage permit issued. All furniture, temporary wiring, appliances, sports equipment and storage must be removed from the building.. A re -inspection of the building will take place 10 days after your receipt of this letter. I know I returned the phone call as soon as eturned to town explaining what had occurred. As I explained, we did have a fund raiser where people ime in to see the inside of the gymnasium. We did contact the county, making sure everything was operfor those couple of hours. When you came on Monday morning, it was still the aftermath of making ire things were removed. I apologize for using it for storage. There are no excuses, but when members a church see a big building, they did not realize it could not be used for anything. I am taking care of is matter. All items have been removed. There are some building materials there. There are bags of insulation. There are some excess metal work which is part of the construction crew. Even though our shell has been put up, we arein the process of permits now with interior in -fill. Lights have been put up on a temporary basis in order to take easurements for the planning of the in -fill. If this is not allowable, please let me know, and I will be glad to remove them immediately. There is much physical planning in the inside of the building with Mr. John Anderson, our architect and the construction crew. I believe submittals will be to the county by the end of next week. r. Fowler, I know that you are being a tremendous help to us. I take that in no light manner. I appreciate y ur concern. I will do everything I can to make sure these things are followed up upon immediately.
