I am concerned for the health of my community. I believe that allowing BREI Bio Mass Renewable Energy Inc, an overseas company, with no connection to the people of our community, to operate a biomass plant in our county, is putting our community at great risk. Also, allowing a Biomass plant in a known Superfund area in the Southside of Oroville, where many community member's health has already been significantly affected, where they are still suffering from the damage, is unjust. The Butte County District Attorney stated on 8/26/25 that there are ongoing legal and environmental issues in the area of the toxic Superfund site in Oroville that is also situated below the Oroville Dam. The American Lung Association says how toxic biomass is to our lungs. "https://www.lung.org/blog/dangers- wildfire-known-biomass# " burning biomass is also one of the most dangerous: particle pollution. These particles are so small that they can enter and lodge deep in the lungs, triggering asthma attacks, heart attacks, strokes and even death. Burning biomass also releases carbon monoxide, leading to headaches, nausea, dizziness, and in high concentrations, premature death. Burning biomass for electricity also produces nitrogen oxides (like nitrogen dioxide) and nasty cancer-causing chemicals, including benzene and formaldehyde. How can we allow overseas big business and local investors to make a profit at the health expense of our community? If this Biomass project has received the greenlight from both County and City elected representatives before any public input; this creates an appearance of a conflict of interest. As our representatives, you must be accountable to assure environmental justice for all of your constituents in Butte County. You are entrusted to act in the best interests of the health and well-being of the people you serve. I am asking for the vulnerable people of Oroville and all who live in Butte County, that you stop this Biomass plant project. Sincerely, Shannon Shocknesse
