From:Kathy Brazil To:publiccomment@cityoforoville.org; Kayla Reaster Cc:Clerk of the Board Subject:Public Comment/Concerns Date:Sunday, October 26, 2025 9:35:27 PM I am writing to say I oppose the effort to approve any plans for development of Biomass plant(s) by the business BREI and it's partners in the disadvantaged community of Oroville. I do not agree that there is a reasonable negative mitigation outcome that is in anyway not hazardous and without grave risks to the environment and the health of the good people of Oroville and Butte County. To put it in simple terms read this line from the report: "8.0 CONCLUSIONS The Project Area lies within the Koppers Superfund Site" The known Oroville Superfund site should not house any development. I do not want the air I breathe to be at risk, and the proposed project(s) raise a red flag alone in it's proximity to South Oroville, the Feather River and downtown Oroville. This proposed project(s) poses serious environmental and health concerns. Regarding the 318 page Initial-StudyMitigated-Negative-Declaration-Proposed-BREI-Solar-Farm-2025 for the proposed solar installation, If Oroville wants to have a solar farm to produce energy, there are California based Solar companies that can put in Solar and there are less hazardous properties to install a solar farm on. https://savingenergyforlife.com/commercial-solar-systems I question the transparency of the representatives of the BREI company, the Oroville Planning Commission, private business interests, the Oroville Community Development Director, the Oroville City Council, and the Butte County Board of Supervisors and the invested local business partners that are seeking to move forward on this proposed project without thorough public review and input.
