Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) request for an extension of
time to address Recommendation 17 (R-17) from the 10th Part 12D safety inspection report
(dated October 2020) for Philbrook Dam, which is part of PG&E’s DeSabla-Centerville
Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. Included with
PG&E’s extension of time request is a reasoned basis for the request, per Title 18 of the
Code of Federal Regulations, Section 12.40(d). PG&E submitted its original plans and
schedules for addressing R-17 in a letter to your office dated December 29, 2020.
The extension of time requests and reason for the requests are enclosed with this letter
(Enclosure 1).
