Dear Supervisors, Administration and County Health Department,
My name is Julie Threet and I am a public health whistleblower from Butte County and
social media influencer moderating a Twitter/X Space called Stop the Shots with almost
5k members. I am submitting this document for the public record and ask that you stop
administration of the deadly COVID vaccine and notify your citizens of the dangers. I
also ask that you consider REJECTING the vaccine guidance of the California Department
of Public Health and follow the CDC guidelines. Unfortunately Governor Newsom is in a
fight with President Trump and our CHILDREN are caught in the crosshairs. One
example, the CDC no longer recommends the combo MMRV shot for children under 4.
California says YES, give that shot to children under 4 which was the OLD guidance.
CDPH also recommends the deadly COVID shot to BABIES and PREGNANT women when
the CDC now says NO.
I have been out traveling from County to County with another whistleblower, Ronald F
Owens Jr. to warn as many of our fellow citizens as possible. I have given my testimony
to elected officials in 32 counties a total of 80 times traveling 11,383 miles to: Butte
County (44 times), Santa Clara (2x), Shasta (2x), Glenn (2x), Colusa, Tehama, Marin,
Nevada, Plumas (3x), Sacramento, Lake, Yuba, Sutter, Monterey, Tuolumne, San
Francisco, Calaveras, Mariposa, Mendocino, Merced, Ventura, San Benito, Mono, San
Mateo, Modoc, Sierra, Lassen, Yolo, Placer, Tulare, Siskiyou and Humboldt. I have
alerted Chico City Council and Chico Unified School District logging 10 public comments.

I have also given testimony to the California Board of Pharmacy who is responsible for
Consumer Protection a total of 11 times in Sacramento.
This proves how committed I am to my fight for justice and to urge those responsible for
vaccine administration to take appropriate action.
FOR THE RECORD, I am vaccine injured myself by the COVID-19 vaccine and have a

I suffer from microangiopathy, tinnitus, and have had three detached retinas (requiring
five emergency eye surgeries). I also have a heart condition that has yet to be properly
diagnosed but has limited my ability to enjoy my life with my grandchildren.
MY HEALTHCARE WORK IN BUTTE COUNTY INCLUDED FIVE YEARS AS A PATIENT
ADVOCATE AND MEMBER OF VOLUNTEER SERVICES BOARD OF DIRECTORS FOR ENLOE
MEDICAL CENTER. I was forced to quit this wonderful career when Enloe implemented
a MANDATED booster policy for the volunteers. Truly robbed me of a wonderful part of
my life. The day I was forced to quit, was a day that woke me up to the LIES we have
been told about this toxic product.
Assembly Bill 144 – California breaks from CDC and ACIP Guidance
On Friday, 9/19, the Advisory Committee on Immunization Practices (ACIP) met and
discussed a lot of research proving harm and lack of informed consent. At the end of
the meeting they voted to adjust the guidance to include strong language around
“individual-based and shared-clinical decision making” rather than the universal for all
approach.

Governor Newsom then signed AB144 which included guidance for vaccines –
essentially to maintain all guidelines prior to the current Administration on 1/1/2025
and put CDPH in control of the immunization guidance going forward (will no longer
follow the CDC). Here’s the new guidance for the respiratory vaccines for California:
QUESTION: DO YOU KNOW THE RISKS OF YOUR COUNTY PUSHING VACCINES BASED ON
STATE REGULATIONS VS CDC? WHAT WILL YOUR PUBLIC HEALTH DEPARTMENT
COMMUNICATE AND ADMINISTER? If it’s the COVID vaccine for a healthy child, without
guidance from their pediatrician, or the MMRV combo shot for a child under 4 (which is
the CDPH guidance), you will be putting those individuals at risk.
QUESTION: IF CALIFORNIA CAN BREAK FROM THE FEDERAL GOVERNMENT, WHY NOT
HAVE YOUR COUNTY BREAK FROM THE STATE?

I have met with a number of Sheriffs including Sheriff Chad Bianco of Riverside County

Shasta County listened to us and Chairman Crye directed their Public Health Officer Dr.
Mu to present the TRUTH about adverse events to the citizens of Shasta County in May,
