The parcel is zoned General Industrial, which allows Warehousing, Wholesaling, and Distribution as a permitted use. Warehousing, Wholesaling, and Distribution is defined as: An establishment used primarily for the storage, selling or distributing of goods to retailers, contractors, commercial purchasers or other wholesalers, or to the branch or local offices of a company or organization. Examples of Warehousing, Wholesaling, and Distribution uses includes vehicle storage, moving services, general delivery services, minor waste tire storage facilities, fuel yards and house boat storage yards where no maintenance of house boats occurs. The storage of flammables, explosives, or materials that create dust, odors, or fumes is excluded from this definition. Based on the description of your use, storing and naturally drying the product (hemp) is not considered agricultural processing. Since you are not doing agricultural processing and will just be doing storage, your use is considered a permitted use and you don’t need a conditional use permit. But as a reminder, one of the restrictions under the Warehousing, Wholesaling, and Distribution is not create odors. The state of California recognizes industrial hemp as an agricultural commodity and as far as I know butte county is a right to farm county. The crop has a more intense smell for the drying but once put away for storage the smell will dissipate. Processing would be to change it from the original plant into a value added product for human use or consumption. Would you actually be doing processing? I’m asking because I want to make sure if your use would be Ag Processing or Warehousing, Storage and Distribution. Also, under Warehousing, Storage and Distribution, the product stored can’t create an odor. What kind of odor, if any, does the storing/processing of the product create? Thank you. Good afternoon Mark, The building I leased on contractors drive will be used for drying, processing, and storing my hemp product. The facility will not be open to the public. The facility hours will be from 8am-7pm Monday thru Sunday. Also I attached a site plan I am looking to purchase and want to make sure that it will be suitable for you guys?
