This project proposes a lot line adjustment between two adjacent parcels—2810 Chico
Avenue (APN 039-120-041), owned by Robyn Wallerich, and 2958 Chico Avenue (APN 039-
120-042), owned by Macy Wilson—to improve the functional design and agricultural viability of
the existing lots without altering their current uses or intensifying development.
The two parcels were originally part of a single 10-acre property formerly owned and
operated by Barbara Stutz as a farm with a shared underground irrigation network serving both
parcels. After subdivision and transfer of ownership, the agricultural well and its three-phase
power source remained on the 2958 Chico Avenue parcel. As a result, the rear portion of 2810
Chico Avenue no longer has operational access to the irrigation infrastructure that historically
served it.
To restore proper agricultural access, the proposed lot line adjustment will realign the
shared boundary so that the existing ag well and service lines are again located within and
accessible to the property intended to benefit from them. The adjustment transfers approximately
3.77 acres of presently undeveloped land from 2810 Chico Avenue to 2958 Chico Avenue,
resulting in adjusted parcel areas of approximately 1.50 acres (Wallerich parcel) and 9.35 acres
(Wilson parcel), as shown on Exhibit B.
The new boundary line between the parcels runs parallel to Chico Avenue, approximately
446.8 feet north of the centerline. This straight alignment replaces the former angled boundary to
achieve a more regular, functional configuration and to maintain adequate clearance from
existing vegetation near the tree line.
No new development, infrastructure, or change in land-use designation is proposed. The
adjustment preserves the existing rural-residential and agricultural character of both properties
and remains consistent with the County General Plan and zoning standards supporting improved
agricultural design and efficient parcel configuration.
