This also inhibits automated translation and screen readers, making agenda items less accessible to segments of the public. Contractor agrees the final EOP shall comply with the Web Content Accessibility Guidelines, recognizing the importance thereof, while the County presents the contract itself in an unnecessarily inaccessible form. Task 4.2 addresses the County's culture of preparedness. I would say the County fosters a culture of hypervigilance, focusing more on hypothetical future disasters than the catastrophe seven years ongoing. We have seen that the EOC does not consider rural unincorporated communities to be Stakeholders. In November 2018, with Magalia blacked out and cell networks down, we received no information about which roads might be passable. No one was directing traffic at Nimshew and Centerville; it was left up to residents to direct suitable vehicles across Doe Mill and others up Forest Highway 171. In July 2024, while the Town and County jointly prepared an unneeded counterflow evacuation, Upper Ridge leadership received only gossip which turned out to be wrong. This update must correct these proven deficiencies, which can only be done by centering rural leadership throughout the process. We expect to be invited to the Community Group Review Meeting to interface directly with the Contractor and detail the flaws in County procedure ourselves.
