Subject: Extension of time request to complete the National Register of Historic
Places (NRHP) final report for three unevaluated sites
Dear Ms. Walther:
We received your August 13, 2025, request for an extension of time to complete
the National Register of Historic Places (NRHP) reports for three unevaluated sites, for
the Buck’s Creek Hydroelectric Project No. 619.1
Pursuant to the Historic Properties Evaluation Plan, as required by section 5.4 of
the Historic Properties Management Plan (HPMP)2, you propose, in part, to evaluate
three unevaluated historic properties for listing in the National Register. These sites
include: CA-PLU- 2440/P-32-002440/FS 05-11-54-296, CA-PLU-2922/P-32-02922/FS
05-11-56-662, and FS 05-11-56- 693, which are susceptible to project-related impacts
that could potentially lead to adverse effects. The HPMP was filed with the Commission
on June 10, 2024, and approved on June 28, 2024.

You propose to provide updates on the site evaluations during the annual HPMP
meetings and will include updates in the 2025, 2026, and 2027 HPMP reports, which are
filed with the Commission annually by September 30. In your request, you state that you
have made progress in securing a qualified specialist to conduct the evaluations and
fieldwork at two of the three sites which is scheduled to begin this fall 2025, and the
evaluation of the third site is planned to commence in fall 2026.
To allow for adequate time for agency consultations following completion of all
evaluations, and to address agency concerns, you are requesting to file a final report for
all three sites with the Commission by December 31, 2027. You requested approval for
the proposed timeline from the Forest Service via email dated August 7, 2025, and
received concurrence via email dated August 12, 2025. Commission staff find your
proposed schedule acceptable; therefore, your extension of time request is granted.
