Dear Interested Party:
The Lassen National Forest (LNF) invites your review and comment on the draft Environmental
Assessment (EA) for the Dixie Postfire Restoration and Recovery Project (Project). This Project is a
landscape-scale multi-phased restoration effort, encompassing 217,756 acres. It was developed in
collaboration with Forest partners and input provided by the public in two separate comment periods. The
Project proposes to implement a variety of treatments designed to reduce public health and safety risks
and restore healthy ecosystems that are resilient to future wildfire, pests, pathogens, and other stressors.
On April 3, 2025, Secretary of Agriculture Brooke Rollins signed Secretarial Memo 1078-006, declaring an
Emergency Situation under Section 40807 of the Bipartisan Infrastructure Law (IIJA). On August 12, 2025,
the Lassen Forest Supervisor signed an Emergency Action Determination concluding that the Dixie Postfire
Restoration and Recovery Project meets the criteria of the Emergency Situation. As a result, the project is
not subject to the pre-decisional administrative review process (objection process) or other conditions listed
under 36 CFR Part 218. Although this Emergency Action Determination allows for expedited
implementation of critical recovery and fuels reduction work, public feedback continues to play an essential
role. We encourage you to participate in this comment period to help ensure that implementation reflects
local priorities and values. The Forest plans to implement some or all of these actions starting in the
winter/spring of 2026.
Please submit written comments by November 17, 2025 to ensure they are considered. Electronic
comments may be emailed to: comments-pacificsouthwest-lassen@usda.gov (include “Dixie Postfire
Restoration and Recovery Project” in the subject line). Electronic comments must be submitted in a
format such as plain text (.txt), rich text format (.rtf), portable document format (pdf), or Microsoft Word
(.doc or .docx). Hard copy comments may also be mailed to Lassen National Forest, Attention Dixie
Postfire Restoration and Recovery Project, 2550 Riverside Drive, Susanville, CA 96130. Comments
received in response to this solicitation, including names and addresses, will be considered part of the
public record for this project, available for public inspection if requested under the Freedom of
Information Act.
