Re: Kanaka Decommission Plan
Dear Mr.Fox:
This is in response to letters dated October 1, 2025,and October 29, 2025,from
Mr.Melvin Koleber that submitted the Erosion Control Measures Plan, Quality Control
and Inspection Plan,Supporting Design Report and Temporary Construction Emergency
Action Plan for the decommissioning of the Kanaka Hydroelectric Project, FERC No.
7242. We have reviewed the submittal, and we have the following comments:
1.Provide specific dates for the start and completion of the project.
2.Submit Mr. Mel Kolebers’s and Ms. Melissa Rondou’s resumes for our review
and acceptance. The resumes must contain detailed experience roles and
responsibilities that clearly indicate they are qualified for their roles and
responsibilities for this project.
3.Paragraph 33 (D) FERC License Surrender Order states that you must fill the
tailrace and grade the disturbed areas to match surrounding slopes.Section C
of drawing 05 shows that the riprap is approximately 4 feet below the top of
the wing wall,at the end of tailrace. This results in the top of wingwall not
being level with the surrounding slopes. You must either cut the wing wall to
match slope of the ripap or fill the riprap up to match the top of wing wall.
Revise the drawing and resubmit for review.

Provided that you address the above comments within 10 days of the date of this
letter, you are authorized to proceed with decommissioning of the Kanaka Project upon
receipt of this letter. Failure to adequately address our comments within 10 days will
require a suspension of all work until the comments are addressed.
Within 30 days of completing decommissioning activities, you must file a final
report, with photographs to this office, that documents the project facilities have been
decommissioned.
You are responsible for ensuring completion of any necessary environmental
coordination with resource agencies as well as the procurement of any federal, state, or
local permits required for the work.
File your submittal using our eFiling system at https://www.ferc.gov/ferc-
online/overview. When eFiling, select Hydro: Dam Safety; San Francisco Regional
Office from the eFiling menu. The cover page of the filing must indicate that the
