Dear Frank L. Blackett:
This letter presents the comprehensive assessment (CA) report for the 12th Part 12D safety
inspection for Grizzly Forebay Dam, which is part of Pacific Gas and Electric Company’s (PG&E)
Bucks Creek Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 619. The
report was prepared in accordance with Title 18 of the Code of Federal Regulations (CFR), Section
12.38 FERC authorized the inspection plan and independent consultant (IC) team for this dam in a
letter to PG&E dated February 26, 2025. PG&E provided the CA pre-inspection preparation report
to FERC in a letter dated March 19, 2025.
The CA report is enclosed with this letter for FERC review (Enclosure 1). In accordance with Title
18 of the CFR, Section 12.41, PG&E will prepare plans and schedules for addressing IC
recommendations. PG&E will submit the plans and schedules to FERC by December 30, 2025.
