HomeMy WebLinkAbout3.PROJ-25-0019 Project NarrativeRenewable Properties, LLC 44 Montgomery Street, Suite 3150 San Francisco, CA 94104 www.renewprop.com November 24, 2025 Mr. Rowland Hickel Senior Planner Butte County Development Services Department 7 County Center Drive Oroville, CA 95965 RE: Deer Creek Highway Solar Project – Application for Conditional Use Permit – Project Narrative Dear Mr. Hickel, On behalf of RPCA Solar 21, LLC, we are pleased to submit this letter as a description of the Deer Creek Highway Solar Project, a small-scale utility solar generation project located on approximately 37-acres of an overall 127-acre parcel (APN 017-080-033), east of the City of Chico in unincorporated Butte County. The Project parcel abuts Humboldt Road along the northwestern property line and open space in all other directions. RPCA Solar 21, LLC, has entered into purchase option agreement with the property owner (Simmons ET AL Properties, LLC) to facilitate the development and long-term operation of the project. The Project will generate approximately 4.95 megawatts (MWac) of clean, reliable solar energy using solar modules and string inverters to convert the sun’s energy into usable AC power. The solar modules will be mounted on a single axis tracker atop a steel racking system, anchored into the ground with driven steel piers. The height of the array, at maximum tilt, is not expected to exceed 15 feet. The Project will interconnect to PG&E’s pre-existing electrical distribution system along Humboldt Road at the property boundary. The power generated from this facility will be sold to PG&E through a long-term power purchase agreement. The Project site is located within the AG160-DH zone and the Project would be classified as a Tier 4 Solar Energy System (Major Utility) and is a conditionally allowed use in the AG160-DH zone. The Project parcel is not under a Williamson Act Contract and is classified as “Grazing Land” by the California Department of Conservation. The Butte Utility-Scale Solar Guide Mapping tool designates the site as moderate to high suitability for utility-scale solar facility development. All of these characteristics make the Project site an ideal and suitable location for a solar energy facility. We are excited to work with the County during the Conditional Use Permit review process.
